Act of the Althing


AN ACT TO MAKE FRESH PROVISION CONCERNING FOREIGN LEGATIONS AND THEIR EXTRATERRITORIALITY.

Article 1: Petition for a Legation
States not subject to the High Law of the High Realm of Stormark may petition the High King in the High Council of the Realm for an establishment of a legation on the territory and boards of High Realm. The High King in the High Council of the Realm may at His discretion grant States the right to establish legations.


Article 2: Contents of Petition
The petition mentioned in the preceding Article shall include:


a) the name of the State petitioning;


B) letters of credence requesting the building of a legation together with a designated resident delegate for the State;


c) the proposed name of the legation; and


d) in which city of the High Realm the legation will be located.


Article 3: Actions by Board Administrator
Should the High King in the High Council of the Realm at His Pleasure see it fit that a State shall be awarded a legation, the following is to be performed by the Administrator of the Board:


a) the creation of a forum and necessary subforums for the legation;


B) granting a resident delegate of the State in question moderation powers over the said forum and subforums.


Article 4: Extraterritoriality
Once a legation has been established by Imperial Decree and the necessary arrangements have been met, the legation aforesaid shall fall outside the jurisdiction of the High Law of the High Realm of Stormark. However, the High King shall reserve the right to moderate the legation's forum and subforums to safeguard the board of the Land of the Longships Throne from violations of the said board's terms of service.

Article 5: Existing Legations
Any legation in existence on the territory and boards of the Twenty-Six Jarldoms immediately before the coming into operation of this Act shall remain in existence until such legation is disestablished in accordance with the provisions of this Act.

Article 6: Disestablishment of Legation
A legation may be disestablished only in the event that:

a) the State occupying the legation makes a request for disestablishment;


B) the State occupying the legation ceases to exist or loses its capacity to engage in diplomatic relations;


c) the Treaty provision granting the State the right to a legation ceases to have effect;


d) diplomatic ties between the State occupying the legation and the High Realm are severed.

Article 7: Archiving of Disestablished Legation
Should a legation be disestablished the Administrator of the Board shall archive the disestablished legation's forum and subforums, remove any moderator powers that have been granted over them, and make the aforementioned forum and subforums a read only forum.


Article 8: Third Party Custody of Legation
In the event of the severance of diplomatic ties between a State occupying a legation and the Twenty-Six Jarldoms the State aforesaid may entrust the custody of the premises of the legation, together with its property and archives, to a third State acceptable to the High Realm.


Article 9: Legation to Be Governed by Law of Foreign State
Any legation created under this Act or any other Act or Treaty shall be governed under the law of the State occupying the legation aforesaid.


Article 10: Inviolability of the Legation
Subject to Article 4 of this Act, the premises of the legation shall be inviolable. The agents of the High Realm may not enter them, except with the consent of the head of the legation.


Article 11: Duty to Protect the Legation
The High Realm shall be under a special duty to take all appropriate steps to protect the premises of the legation against any intrusion or damage and to prevent any disturbance of the peace of the legation or impairment of its dignity.


Article 12: Immunity of the Legation
The premises of the legation, their furnishings and other property thereon and the means of transport of the legation shall be immune from search, requisition, attachment or execution.


Article 13: Repeal
The Foreign Legations Act of Year 7 is hereby repealed.


Article 14: Short Title
This Act may be cited as the Foreign Legations Act of Year 12.


Article 15: Commencement
This Act shall come into operation immediately after it has received the Imperial Assent.


In consequence of Us looking with favour upon the decision of the Althing of that Day of the Lady Sól, which is known to Us, Our Well-Beloved Royals, Nobles, Knights and Thegns, and all Our other Well-Beloved Patricians and Citizens whatsoever as the Sixteenth Day of the Month Thrymheim in the Twelfth Year of the Second Viking Age in the Second Epoch of Our High Realm that the Law Speaker of the said Althing has most graciously laid before Us We have assented to and confirmed, as We hereby do assent to and do confirm the same as Law under Our Hand and the Great Seal of Our High Realm.


So be it!!

Given at the Court of the Three Ladies Divine, since time immemorial situated at the Vanadísarhall on the holy island in the sacred river Fulltrui Flow known as Hnossa Isle which is seated within the bounds of the Imperial City of Haraldsborg in Our Jarldom of Gularike, on this Day of the Lady Sól, the Sixteenth Day of the Month Thrymheim in the Twelfth Year of the Second Viking Age in the Second Epoch of Our High Realm.

People of Stormark and the Borders Beyond!

 

Pray be adviced that this Act protects the channels of diplomatic communication by exempting legations from High Realm's jurisdiction so that its staff can perform their duties with freedom, independence, and security.

Your Imperial and Royal Majesty,

 

I think that the following legations should be archived:

  • Embassy of the Princedom of Baltiya;
  • Embassy of the Kingdom of Batavia;
  • Safirian Embassy;
  • Embassy of Elwynn.

Though I'm technically not part of an involved party here, I would like to inform you that the two governments of Batavia are in a process of unification. As such you may find it convenient to wait with archiving the embassy of the Kingdom of Batavia.

 

This of course serves only as an FYI, as I don't intend to meddle in internal Storish affairs, nor in the relationship between Stormark and Batavia.

Though I'm technically not part of an involved party here, I would like to inform you that the two governments of Batavia are in a process of unification. As such you may find it convenient to wait with archiving the embassy of the Kingdom of Batavia.

 

This of course serves only as an FYI, as I don't intend to meddle in internal Storish affairs, nor in the relationship between Stormark and Batavia.
