Whereas the Zindarian king, Luke I, approached the government of Hurmu to ask for access to the Gate of the Obelisk in the cities of Huyenkula, and whereas the governments of Babkha and Stormark, protectors of Hurmu, saw no danger in giving the Zindarian state access to the Gate, it has been decided that the Zindarian state may transport 100 human individuals, each one carrying a maximum of 50 kg luggage and equipment, through the Gate once a week in return for Zindarian maintenance of 5000 km of road every year.. It has also been decided, after consultations with high advisors to the Prince, that the Zindarian state, or any individual or company thereof, may not acquire, copy or analyse the structure and technology of the Gate. Should this happen, this decree will be repealed and Zindaria will no longer be able to use the Gate for transportation between the worlds of Micras and Giess.

We will not bother you with such details in the future, but we wanted to let you know the composition of the first group of Zindarians through the gate:

 

Major Jean Claude Riposte, commander of the 2nd Infantry Regiment is leading a detachment of 80 soldiers, 10 civilian officials and 10 missionaries of the Religion of the Eternal Phoenix through the Hurmu Gate to the Goloni Protectorate. Due to the the ongoing shortage of military equipment in the Zindarian Army, the 2nd Infantry Regiment has no firearms and is therefore carrying no weapons through the gate on this occasion.

As to the sharing of the gate technology, that can't be done at this hour due to certain concerns that Hurmu has. One of these concerns would be, should a new gate be opened between Micras and Giess, that trade in Hurmu would be decreased. Gate travellers are an important source of income for Hurmu.

 

An other issue is security. Hurmu's protectors, Stormark and the Grand Commonwealth, may not approve to the sharing of the gate technology to third parties.

 

Dear Mr Hill, let us try and work this out. We give you access to the gate and we'll see how that cooperation goes. Perhaps when we know each other better, the gate technology may be shared.

That is reasonable. Perhaps when we know each other better we can share more. In that spirit, I feel I must disclose that the reason we asked for permission to study the gate is that we are already researching methods for travel between worlds.

 

We will agree not to study your gate without your permission. It is possible that our research will be fruitless without such opportunities for study, but I hope you will not object that such research continues. I confess that although we have searched the world for the greatest physicists to work on this matter and enlisted the aid of foreign companies, thus far they have not even developed any theories which would give us a hint of how such a thing is possible, even theoretically.

 

On another subject, the engineers from Zindarian Engineering, Ltd. should have arrived in Hurmu by now to undertake the agreed upon road maintenance work.
