Lady Law Speaker, Honourable Jarls,

In the name of the Three Ladies Divine, Frigga, Freyja and Idunn, Fulltrui and Sacred Queens of the Good Lands of Valtia Reborn, from Whom all Authority in the Lands of the Longships Throne is derived, Her High Holiness the Yfirstormarksgythia and High Priestess of the Thingeyri Temple, Sigrdrífa the Priestess of the House of Vanadís, Ærkejarla of Thingeyri and the Idunn Isles, does hereby submit this Bill to the Most Honourable Jarls in this present Althing assembled for their consideration as law:

 

A Bill

 

 

AN ACT TO AMEND THE LAW ON POLICE ACTIVITIES TO FIX OVERSIGHTS IN THE TEXT OF THE AFORESAID ALTHINGI LAW.

Article I.

Article 5 of the Law on Police Activities shall be amended to read:

"Article 5: Police Officers

(1) The High King in the High Council of the Realm shall decide to which employees of the Jarldom Police Forces, the Imperial Customs and Border Police and other authorities the term 'police officer' shall be applied to.

(2) It shall be incumbent upon every police officer to:

(a) respect the rights of all persons;

(b) maintain the integrity of the law, law enforcement and the administration of justice;

(c) perform his or her duties promptly, impartially and diligently, in accordance with the law and without abusing his or her authority;

(d) avoid any actual, apparent or potential conflict of interests;

(e) ensure that any improper or unlawful conduct of any police officer is not concealed or permitted to continue;

(f) be incorruptible, never accepting or seeking special privilege in the performance of his or her duties or otherwise placing himself or herself under any obligation that may prejudice the proper performance of his or her duties;

(g) act at all times in a courteous, respectful and honourable manner; and

(h) maintain the honour of the police and its principles and purposes."

Article II.

This Act may be cited as the Law on Police Activities (Clerical Amendment) Act of Year 18 and shall come into operation immediately after it has received the Imperial Assent.

Memorandum of Explanation

Lady Law Speaker, Honourable Jarls,

A High Priestess wishes to convey that the why and wherefore of this Bill is to amend the Article 5 of the Law on Police Activities to fix oversights which occurred when the Act aforesaid was amended in the Twelfth Year of the Second Viking Age in connection with the High Realm's change over from a single national police called the Imperial Constabulary to system of Jardom Police Forces.

The Bill aforesaid splits up the Article 5 of the Law on Police Activities into two Subarticles and also replaces "Imperial Constabulary" with "Jarldom Police Forces".

Isn't this the most loveliest sitting in the Althing! Our legislature is unlike all other countries'. Theirs full of bickering and strife, ours of joy and singing and love for our Sacred Queens. 

If Lady Law Speaker so approves, I should like to dance sky clad in this hall as the singing continues,in honour of our sacred Queens and the joy this sitting has brought this most noble and sovereign high realm!!

The days stretch forth to pave Her way.

On clear nights She spans the skies
The constellations are Her eyes.

And keeps them through that long, hard night.

They ride with her, in giddy dance,
With Winter Nights Wild Hunt's advance.
They tread Her step who hear Her song
For those who hear to Her belong.

Heralds her change, for soon She sheds
Her winter clothes for summer's threads.

And on that glorious even-day
Her winter guise She casts away,

Cries Victory o'er winter's dark night.

For sweeter pleasure. And then our days
Are spent in far more joyful ways.

It is with humility I hear those words of praise for my singing, but let us first and foremost praise the culture here that allows us to have such abundant joy and gladness! As I conveyed earlier, when other countries' parliaments bicker and frown, ours is one of unrestrained joy and love.
