Act of the Althing

AN ACT TO MAKE PROVISION FOR THE SUPPORT OF THE IMPERIAL HOUSEHOLD AND COURT; AND FOR THE HONOUR AND DIGNITY OF THE SOVEREIGN OF THE LANDS OF THE LONGSHIPS THRONE.

Most Gracious Sovereign Lord and Ruler of all the Lands Whatsoever Where Man Can Smell the Scent of Saline Waters or Hear the Sound of Crashing Waves,

WHEREAS Your Imperial and Royal Majesty has been graciously pleased to signify to Your Most Faithful Jarls in the Althing assembled that Your Imperial and Royal Majesty is desirous that consideration should be given by Your Most Faithful Althingi Jarls to provision for financial support of Your Imperial Viking Majesty and other members of the Imperial Household and Court and to allowing for the continuation of such support in the reigns of Your Imperial and Royal Majesty's successors;

AND WHEREAS Your Imperial and Royal Majesty has further been graciously pleased to signify that Your Imperial Valtian Viking Majesty is desirous that certain of the Hereditary Revenues of the Sovereign for any period for which support is provided to any of Your successors should be at the disposal of Your Most Faithful Jarls in the Althing assembled;

NOW, THEREFORE, we, Your Imperial and Royal Majesty’s most dutiful and loyal Patricians, the Most Honourable Jarls of the High Realm in the Althing assembled, have freely and voluntarily resolved to make such provision as hereinafter appears for the purposes aforesaid, and we do most humbly beseech Your Imperial Valtian Viking Majesty that You may be graciously pleased to assent to and confirm as law the following decision of Your Most Faithful Althingi Jarls:

Article 1: The Sovereign Grant
(a) Each financial year the State Treasury shall pay the High King a Sovereign Grant. The purpose of such Sovereign Grant is to provide resources for use for that year by the Imperial Household and Court in support of His Imperial and Royal Majesty’s official duties. The Sovereign Grant shall be paid out of monies provided by the Althing.

(B) The amount of the Sovereign Grant for the financial year known as the Fourteenth Year of the Second Viking Age shall be 31 billion Ríkskróna and the amount of the Sovereign Grant for each subsequent financial year shall be the amount determined by the Imperial Trustees for that year in accordance with Article 7.

Article 2: Accounts of the Imperial Household and Court and the Imperial Reserve Fund

The Keeper of His Imperial and Royal Majesty’s Privy Purse, hereafter to be referred to in this Act as "the Keeper", shall keep proper accounting records relating to the Imperial Household and Court. The Imperial Trustees shall keep proper accounting records of the Imperial Reserve Fund.

Article 3: The Imperial Reserve Fund

(a) There shall be an Imperial Reserve Fund which shall consisting of monies received by the Imperial Trustees under this Article and anything deriving from those monies. The Imperial Trustees may invest any of the Imperial Reserve Fund in any way they consider appropriate.

(B) In the event that the amount of the Sovereign Grant for a financial year shall exceed the audited net relevant resources used for that year, the Keeper shall pay an amount equal to the excess to the Imperial Trustees.

(c ) Should the audited net relevant resources used for a financial year exceed the amount of the Sovereign Grant for that year, the Imperial Trustees shall pay from the Imperial Reserve Fund to the Keeper an amount equal to the excess or, if less, an amount equal to the value of the Reserve Fund.

(d) The Imperial Trustees may make loans from the Imperial Reserve Fund to the Keeper for the purpose of enabling capital expenditure of the the Imperial Household and Court to be met.

Article 4: The Imperial Trustees

The persons who are for the time being the High Justiciar of Stormark, the Law Speaker of the Althing, and the Keeper of His Imperial and Royal Majesty's Privy Purse, shall be the Imperial Trustees for the purposes of this Act, and shall be a body corporate by that name, and any act of the trustees may be signified under the hands and seals of the persons who are the trustees for the time being.

Article 5: Annual Report as to the Amount of Sovereign Grant

In each financial year the Imperial Trustees shall prepare a report stating their determination in accordance with Article 7 of the amount of the Sovereign Grant for the following financial year, and also setting out how that amount has been determined. The aforesaid report shall be laid before the Most Honourable Jarls in the Althing assembled.

Article 6: The Determination of the Amount of Sovereign Grant

The amount of the Sovereign Grant for a financial year is to be determined by the Imperial Trustees through a calculation method provided by the Most Honourable Jarls in the Althing assembled by means of a Resolution, provided always that the amount afoiresaid shall be no less than the amount mentioned in Article 1(B) of this Act.

Article 7: Surrendered Hereditary Revenues

The Hereditary Revenues of the Sovereign stemming from Thingfararkaup, Sauðakvöð, and price-setting shall, upon the coming into operation of this Act, be permanently surrendered to the Most Honourable Jarls in the Althing assembled.

Article 8: Statement of Accounts of the Imperial Household and Court

As soon as practicable after the end of a financial year, the Keeper shall prepare a statement of accounts of the Imperial Household and Court for that year. The State Comptroller and Auditor General, hereafter to be referred to in this Act as "the State Comptroller", shall be given a copy of the statement aforesaid.

Article 9: Statement of Accounts of the Imperial Reserve Fund

As soon as practicable after the end of a financial year, the Imperial Trustees shall prepare a statement of accounts of the Imperial Reserve Fund for that year. The State Comptroller shall be given a copy of the statement aforesaid.

Article 10: State Comptroller's Reports

As soon as practicable after receiving any of the statements of accounts mentioned in the preceding Articles, the State Comptroller shall examine, certify and report on the same and give a copy of any such report and statement to the State Treasury.

Article 11: State Treasury's Duty of Furnishment

The State Treasury shall lay copies of the aforementioned reports and statements of accounts the Imperial Household and Court and the Imperial Reserve Fund before the Most Honourable Jarls in the Althing assembled and also provide the Imperial Trustees with such copies.

Article 12: Right of State Comptroller to Carry Out Examinations

The State Comptroller may carry out examinations into the economy, efficiency, integrity and effectiveness with which the Imperial Household and Court has used the resources put on its disposal under this Act in discharging its functions and report about the aforesaid to the Most Honourable Jarls in the Althing assembled. The same shall apply to the Imperial Reserve Fund.

Article 13: Short Title and Commencement
This Act may be cited as the Sovereign Grant Act of Year 13 and shall come into operation immediately after it has received the Imperial Assent.

 

In consequence of Us looking with favour upon the decision of the Althing of that Day of the Ladies Divine Frigga, Freyja and Idunn, Fulltrui and Sacred Queens of Stormark since time immemorial, which is known to Us, Our Well-Beloved Royals, Nobles, Knights and Thegns, and all Our other Well-Beloved Patricians and Citizens whatsoever as the Twenty Fourth Day of the Month Sessrumnir in Folkvanger in the Thirteenth Year of the Second Viking Age in the Second Epoch of Our High Realm that the Law Speaker of the said Althing has most graciously laid before Us, We have assented to and confirmed, as We hereby do assent to and do confirm the same as Law under Our Hand and the Great Seal of Our High Realm.

Given at the Court of the Three Ladies Divine, since time immemorial situated at the Vanadísarhall on the holy island in the sacred river Fulltrui Flow known as Hnossa Isle which is seated within the bounds of the Imperial City of Haraldsborg in Our Jarldom of Gularike, on this Day of the Ladies Divine Frigga, Freyja and Idunn, Fulltrui and Sacred Queens of Stormark since time immemorial, the Twenty Fourth Day of the Month Sessrumnir in Folkvanger in the Thirteenth Year of the Second Viking Age in the Second Epoch of Our High Realm.
