RULES OF ORDER OF THE HIGH COUNCIL OF THE REALM

Order by Her Royal Highness the High Justiciar of Stormark

"Where no counsel is, the people fall: but in the multitude of counsellors there is safety."

Ever since Our Most Sovereign Lord His Imperial and Royal Majesty Harald Freyjugjöf the Generous Giver of the House of the Descendants of Freyja, of the Ancient Blood of Long Lost Valtia and of the Most Sacred Blood of the Lady of the Vanir before that, Sacred Consort of the Most Gracious and Most Generous Ladies Divine Frigga, Freyja and Idunn, by Conquest, Popular Acclamation and the Indulgence of the said Fulltrui and Sacred Queens, High King of Stormark, at the Wise Advice of His Lady Wives Divine created and convened in the earliest of days of His Reign a council which is nowadays known as the High Council of the Realm, the Sovereign of the Lands of the Longships Throne has had at His Imperial Disposal a body of competent counselors to aid and assist Him when He attends to the government of Valtia Reborn.

Since its inception in those ancient times aforesaid the Imperial Conference at the Vanadísarhall has evolved beyond imagination: from being a subordinate consultative council to the Sovereign of the Lands of the Longships Throne to being the Institution of Government at the pinnacle of executive political power responsible for leading the High Realm and deciding the direction of national public policy.

Throughout time the High Council of the Realm has been governed by law and custom. Their Most Sacred Majesties the Sacred Queens Frigga, Freyja and Idunn, Their Imperial and Royal Majesties High Queen Hervör and High King Harald, and my Illustrious Predecessors in the August Office of High Justiciar of the Lands of the Longships Throne: Lady Gudrun Eriksdottir, Lady Ragnhild Gunlaugsdottir, Sir Dagfinn Thorvaldsson, Sir Polten of Yperpen, and Jarl Galinn Karisson, have all in their very own manner contributed to the way the High Council of the Realm operates today.

The practices and processes of the Imperial Conference at the Vanadísarhall have evolved over time, with some procedures being formalised into written law and passed on to successive councils, while others have been discarded.

Very recently it has arisen that in parts the old Rules of Order of the High Council of the Realm on which the Council aforesaid has operated since the Fourth Day of the Month Himinbjorg in the Nineth Year of the Second Viking Age in the Second Epoch of the High Realm were outdated. As High Justiciar of the Lands of the Longships Throne I have therefore at the recommendation of the Membership of the High Council of the Realm decided to revoke the previous Rules of Order and to issue new ones in keeping with the practices of today as well as the ancient traditions and customs of the Council aforesaid.

Therefore, I, Unna of Skálavík of the House of Vanadís, Bloodroyal and Jarla of Freyja's Necklace, Royal Chieftainess of Skálavík, High Justiciar of Stormark, do by this Instrument enact, under Article VI of the Second Chapter of the High Law of the High Realm of Stormark, the following Rules of Order for the High Council of the Realm:

Section 1 > The High Council of the Realm

The High Council of the Realm is the Supreme decision-making body of executive government. The body of political officials aforesaid shall decide the policies and direction of the High Realm as well as administer the day-to-day operation of its Government. The High Council of the Realm may also be referred to as the Imperial Conference at the Vanadísarhall.

Section 2 > Members

ROLE OF MEMBERS. As soon as may be after the High Justiciar has been sworn in she (or he) shall first decide on the Number of the Wardens of Council during her (or his) Tenure, then name the Wardens of Council and their Functions, and then establish the Seniority among them. The High King/Queen shall by virtue of His (or Her) Office and in accordance with ancient convention be a non-voting but ever present Member of the High Council of the Realm. The Rights of the High Justiciar to remove Wardens of Council from Office or to appoint new Wardens of Council to the same shall not be abridged.

THE PRESIDENCY. The Presidency of the High Council of the Realm shall be vested in the High King/Queen, and He (or She) shall always have the Right to speak in the High Council of the Realm. The High Justiciar shall be the Vice-President of the High Council of the Realm and shall, in accordance with ancient arrangements and custom, do the administrative necessities within the High Council of the Realm. In the event that the High Justiciar is unavailable, her (or his) Functions shall be carried out by the senior Warden of Council that is present.

VOTING MEMBERS. The High Justiciar and the Wardens of Council shall, in accordance with ancient convention, be the voting Members of the High Council of the Realm.

Section 3 > Policy Areas

The High Council of the Realm shall, in accordance with law and custom, continue to have Power to make executive Orders in Council. (see Section 4).

It shall be within the Purview of the Imperial Conference at the Vanadísarhall to make Policy Declarations in Council (see Section 5).

The Imperial Conference at the Vanadísarhall may continue to make Statements in Council (see Section 6).

It shall be incumbent upon the High Council of the Realm to attend to Bills amending the High Law of the High Realm of Stormark that have been passed by the Althing (see Section 7).

Section 4 > Orders in Council

APPEARANCE. Any Member of the High Council of the Realm may put a draft Order in Council before the High Council of the Realm. The said Draft shall be written as if it came from the Hands of the High King/Queen Him/Herself. The final Product once passed shall name all the voting Members who took part in the deliberations of the Order and the voting. A Warden of Council who severely disagrees with the Passage of an Order may affix his or her Dissent by notifying the High Council of the Realm thereby. In the final Product the Dissent will look like "Name (dissenting)".

DEBATE. Once a draft Order in Council has been put before the High Council of the Realm all Members of the Council aforesaid may discuss it as they see fit. The Public may also make their Input known.

VOTING. The High Justiciar shall open up voting at her (or his) Discretion anytime after a Period of fourty-eight hours of debate unless she (or he) is advised by two or more Wardens of Council or The High King inviting her (or him) to do so followed by a second of a Warden of Council that voting should begin earlier. Once voting begins, there shall be the Options of AYE to the Proposal, NAY to the Proposal, or ABSTAIN. Comments and Discussions may continue during voting if necessary but is discouraged otherwise.

VOTES. Every voting Member of the Imperial Conference at the Vanadísarhall shall have one vote. In the event that a voting Member of the Conference aforesaid is standing in for another voting Member of the same, she (or he) shall not obtain the vote of the voting Member for whom she (or he) is standing in.

PERIOD OF VOTING. Voting shall continue at least for seventy-two Hours but shall be extended after the Period aforesaid in the event that the voting Quorum has not been met, provided always that no vote shall last longer then one hundred and fourty-four Hours. The voting Quorum shall be defined as: two-thirds of the voting Members having cast their votes. If all voting Members or all voting Members but one have cast their votes before the end of the original seventy-two Hour Period then voting may end earlier.

FAST-TRACK As soon as may be after a draft Order in Council has been put before the High Council of the Realm, the High King may call for fast-track and the High Justiciar shall thereupon open voting. The High Justiciar shall end the vote aforesaid when the High King calls for closure.

The High King may only call for fast-track upon draft Orders in Council that deal with matters of Patricianship, honours and appointments, and emergencies.

TALLY. Once voting ends the High Justiciar shall inform the High Council of the Realm that voting has ended and announce the result of the vote. If a Majority has voted AYE then the Order is passed. Else it has not, provided always that in the event of a tie the High Justiciar shall have and exercise a casting vote. Once the High King/Queen has notified the High Council of the Realm that He (or She) has approved of an Order He (or She) shall sign and seal it, and proceed to publishing the Order aforesaid.

Section 5 > Policy Declarations

Whenever the Imperial Conference at the Vanadísarhall needs to make a Decision on the Political Direction of the High Realm and its Government the Conference aforesaid shall debate and discuss the Issue thoroughly and in detail and unite behind a Statement which shall have the same process of enactment as an Order in Council (see Section 4), provided always that to be valid such Policy Declaration must also be approved, signed and sealed by the High Justiciar, and the High King/Queen shall then proceed to publishing the said Policy Declaration.

Section 6 > Statements in Council

Whenever the Imperial Conference at the Vanadísarhall wishes to comment on a Matter which has arisen, whether within or without the borders of the Lands of the Longships Throne, the Conference aforesaid shall debate and discuss the said Matter thoroughly and in detail and unite behind a Statement which shall have the same process of enactment as an Order in Council (see Section 4), provided always that to be valid such Statement in Council must also be approved, signed and sealed by the High Justiciar, and the High King/Queen shall then proceed to publishing the said Statement in Council.

Section 7 > Althingi Bills

Whenever the Althing of the Lands of the Longships Throne passes a Bill amending the High Law of the High Realm of Stormark the High Council of the Realm shall attend to such Bill with the same process as through which the aforementioned Council enacts Orders in Council (see Section 4), provided always that the voting Members who took part in the deliberations of the said Bill and the voting shall, in accordance with legislative tradition and custom, not be named on any Althingi Bill passed by the High Council of the Realm but on an Annexe to the Act of the Althing.

Section 8 > Free Speech

Any Member of the High Council of the Realm has the Right to speak freely in the High Council of the Realm on all matters under consideration by the Council aforesaid and on how they are dealt with by the same. She (or he) may also raise matters in the aforementioned Council that she (or he) deems of importance or of interest.

Section 9 > The Public

ATTENDANCE OF PUBLIC. Patricians and Citizens of the Lands of the Longships Throne may, in accordance with law and custom, attend the public meetings of the Imperial Conference at the Vanadísarhall. They may speak freely in the Conference aforesaid on all matters under consideration and on how they are dealt with, and may also raise matters that they deem of importance or of interest. Any person attending a public meeting of the Imperial Conference at the Vanadísarhall shall when raising a matter there use the same prefixes as a Member of the Conference aforesaid.

CONDUCT OF PUBLIC. People attending the public meetings of the Imperial Conference at the Vanadísarhall shall conduct themselves with Dignity and Decorum, and not behave offensively to any other person, mortal or Divine, being present in the Longships Chamber including, but not limited to, making personal attacks or using any foul, profane or uncivil language or words. They shall also refrain from behaving in a disruptive or disorderly manner.

DRESS CODE OF PUBLIC. People attending the public meetings of the Imperial Conference at the Vanadísarhall shall be obliged to dress in accordance with how one traditionally dresses in formal occasions in the jarldom of origin of the person in question.

As the Vanadísarhall is situated on the Holy Island of Hnossa Isle, it shall also be lawful for individuals who belong to the Vanafolk to attend the public meetings of the Imperial Conference at the Vanadísarhall in the nude, provided that such persons shall adorn themselves with expensive jewellery from the jarldom they hail as well as an expensive cloak fastened with a brooch which alludes to the House they belong to.

Section 10 > Prefixes

Whenever a Member of the High Council of the Realm puts one of the Items mentioned in Section 3 before the Council aforesaid she (or he) shall post the aforementioned item with the suitable prefix in the title as stipulated below:

[Order] when submitting a draft Order in Council;

[Policy Declaration] when submitting a draft Policy Declaration in Council;

[statement] when submitting a draft Statement in Council;

[bill] when submitting a Bill amending the High Law of the High Realm of Stormark that has been passed by the Althing.

Whenever a Member of the Imperial Conference at the Vanadísarhall raises a matter under Section 8 in the Conference aforesaid she (or he) shall post the aforementioned matter with the suitable prefix in the title as stipulated below:

[Question] when putting forward a query;

[Discussion] when submitting a matter for discussion.

Section 11 > Rules of Decorum

MEMBERS' CONDUCT. Members of the High Council of the Realm shall conduct themselves with Dignity and Decorum, and not behave offensively to any other person, mortal or Divine, being present in the Longships Chamber including, but not limited to, making personal attacks or using any foul, profane or uncivil language or words. They shall also refrain from behaving in a disruptive or disorderly manner.

PRESERVATION OF ORDER AND DECORUM. The President of the High Council of the Realm shall preserve Order and Decorum, and shall decide questions of order. He (or She) shall have Power to order the removal of any High Councillor or any person present in the Longships Chamber from the same who does not conduct her/himself with Dignity and Decorum.

MEMBERS' DRESS CODE. Members of the High Council of the Realm shall when attending a meeting of the High Council aforesaid be obliged to dress in accordance with how one traditionally dresses in formal occasions in the jarldom of origin of the person in question.

Section 12 > Secrecy

Whenever a Warden of Council feels that the High Council of the Realm needs to meet in Secret, the said Warden of Council shall inform the High King/Queen and the High Justiciar of that feeling. If the High King/Queen and the High Justiciar both agree that Secrecy is necessary the Meeting will be held in secret and all Wardens of Council shall be invited to go there. The High King/Queen and the High Justiciar may also on their own motion convene a secret meeting and invite the Members of the High Council of the Realm to the meeting aforesaid.

Section 13 > Revocation and Commencement

The Rules of Order issued on the Fourth Day of the Month Himinbjorg in the Nineth Year of the Second Viking Age in the Second Epoch of the High Realm by the then High Justiciar, Lord Galinn Karisson of the House of Leirvik, Jarl of Sicilia, shall upon the coming into effect of this Instrument be revoked.

This Instrument shall come into effect immediately.

Given at the Hall of Freyr in the Vanadísarhall on Hnossa Isle in the Imperial City of Haraldsborg in the Imperial Jarldom of Gularike, under my Hand and the Seal of the High Justiciar of Stormark, on this Day of the Ladies Divine Frigga, Freyja and Idunn, Fulltrui and Sacred Queens of Stormark since time immemorial, the Fourth Day of the Month Gladsheim in the Eleventh Year of the Second Viking Age in the Second Epoch of the Land of the Three Sacred Falcons.
