We, the High King and Gulajarl, do hereby submit to the Althing this Bill for their consideration as law.

 

 

A Bill

 

 

AN ACT TO RATIFY THE SANGUN AND RISKAI-STORMARK TREATY OF FREE ASSOCIATION.

 

Article I.

 

The Sangun, Riskai and the Idunn Isles Treaty in the Schedule to this Act is hereby ratified.

 

Article II.

 

The Sangun and Riskai-Stormark Treaty of Free Association (Ratification) Act of Year 10 is hereby repealed.

 

Article III.

 

This Act may be cited as the Sangun, Riskai and the Idunn Isles Treaty (Ratification) Act of Year 11.

 

Article IV.

 

This Act shall come into operation immediately after it has received the Imperial Assent.

 

 

Schedule

THE SANGUN, RISKAI AND THE IDUNN ISLES TREATY

 

BETWEEN

 

SANGUN-RISKAI

 

AND

 

THE HIGH REALM OF STORMARK

 

 

 

To all Royals, Nobles and Knights and to all other persons whatsoever to whom these Presents may concern, We, the Sovereign and Recognized Rulers of Sangun-Riskai, in the person of Her Eminent Majesty Sadamara Aptrgangr, King of Sangun, Riskai and the Idunn Isles, and the High Realm of Stormark, in the person of His Most Imperial and Most Royal Majesty Harald Freyjugjöf the Generous Giver, High King of Stormark; do extend Our Greetings:

 

WHEREAS we are desirous of establishing a realm in free association with the High Realm of Stormark to be known as the Kingdom of Sangun, Riskai and the Idunn Isles;

 

LET IT THEREFORE BE KNOWN that the following Articles of Agreement have been negotiated in good faith and without effort of evasion or duress by the Governments of Sangun-Riskai and the High Realm of Stormark:

 

Article I.

The Kingdom of Sangun, Riskai and the Idunn Isles is an associated realm of the High Realm of Stormark comprising Sangun-Riskai and the Jarldom of the Idunn Isles.

 

Article II.

Sangun-Riskai is a free and sovereign state which, by this treaty, enters into a free and voluntary association with the High Realm of Stormark as a Constituent State of the Kingdom of Sangun, Riskai and the Idunn Isles.

 

Article III.

The High Realm of Stormark recognises the territorial integrity of Sangun-Riskai and its sovereignty over the territory within the former Kingdom of Sangun's borders as depicted on the map in the First Schedule to this Treaty and the territory within the former Kingdom of Riskai's borders as depicted on the map in the Second Schedule to this Treaty.

 

Article IV.

The office of Jarl of the Idunn Isles is permanently vested in the King of Sangun, Riskai and the Idunn Isles. In all other respects the Jarldom of the Idunn Isles remains a possession of the High Realm of Stormark and shall continue to be subject to those laws applicable to a Jarldom of the said High Realm.

 

Article V.

The free and voluntary association between Sangun-Riskai and the High Realm of Stormark is recognised as binding in international law and both signatories agree to regard this Treaty as the sole legal and moral basis of the new relationship between the Kingdom of Sangun, Riskai and the Idunn Isles and the High Realm of Stormark.

 

Article VI.

The Kingdom of Sangun, Riskai and the Idunn Isles is recognised as possessing full authority to conduct foreign affairs, including, but not limited to, accession to international conventions, treaties and organisations, as well as entering into agreements with other sovereign states and entities, and it shall do these things in its own name and right, unless provided otherwise in this Treaty.

 

Article VII.

Should the territorial integrity and the freedom of Sangun-Riskai be compromised, threatened or violated in any way whatsoever, the High Realm of Stormark shall assist in any way possible and acceptable to the Kingdom of Sangun, Riskai and the Idunn Isles.

 

Article VIII.

All members of the ruling House of the Kingdom, who are of age and in good standing with the High Realm of Stormark, shall also be deemed to be Patricians of the said High Realm, with all rights and obligations pertaining to such.

 

Article IX.

All citizens of Sangun-Riskai in the degree of Peer or Knight, who have held citizenship in the said degree for more than thirty days and are of age and in good standing with the High Realm of Stormark, shall be deemed to be Associated Patricians of the High Realm and shall enjoy all rights and obligations pertaining to Patricians of the said High Realm for as long as they retain citizenship in the degree of Peer or Knight.

 

Article X.

All citizens of Sangun-Riskai in the degree of Soldier, who have held citizenship in the said degree for more than thirty days and are of age and in good standing with the High Realm of Stormark, shall be deemed to be Associated Citizens of the High Realm and shall enjoy all rights and obligations pertaining to Citizens of the said High Realm for as long as they retain citizenship in the degree of Soldier.

 

Article XI.

This Treaty may be terminated by mutual agreement of the Kingdom of Sangun, Riskai and the Idunn Isles and the High Realm of Stormark or by either signatory at its own discretion. Unilateral termination by either signatory shall take effect only after a delay of thirty days whereas termination by mutual agreement will take effect immediately upon ratification by both signatories.

 

Article XII.

This Treaty replaces the Sangun and Riskai-Stormark Treaty of Free Association of the 6th Day of November, 2011.

 

Article XIII.

Any disputes arising from or through this Treaty shall be submitted to the arbitration of a competent external authority appointed by both signatories.

 

Article XIV.

This Treaty shall come into operation upon ratification by both Sangun-Riskai and the High Realm of Stormark.

 

Article XV.

This Treaty may be cited as the Sangun, Riskai and the Idunn Isles Treaty.

Memorandum of Explanation

 

Lady Law Speaker, Fellow Jarls of the High Realm;

 

The purpose of this Bill is to ratify the Sangun, Riskai and the Idunn Isles Treaty which was negotiated to replace the existing Sangun and Riskai-Stormark Treaty of Free Association as step in the process of symplifying constitutional structure of the realm of my Royal Cousin King Sadamara Aptrgangr which is both complicated and highly confusing to those not intimately acquainted with the situation.

Motion requesting for fast-track has been made and seconded. I am in agreement with the evocation of the fast track process and so do hereby declare this Bill moved immediately to a vote. (But I was of House Hesthjem at the time of signing, so it was and is appropriate to use that name in this context. The actual text of the treaty, on the other hand, deliberately avoids mentioning the name of my House.)
