Book X: Althing Statute

FIRST CHAPTER - COMPOSITION AND MEMBERSHIP

Article 1. Composition of the Althing

 

 

(1) The Althing shall be composed of the Law Speaker and the Heads of the Houses of the High Realm and Jarls of the High Realm who have taken up an Althingi seat. In the event that any of the aforementioned individuals holds a judicial office he or she may give, for the duration of him or her holding judicial offfice, his or her right to take up an Althingi seat to another member of his or her House of the High Realm not having such right.

(2) In addition to the aforementioned individuals each House of the High Realm shall have an Althingi Member representing the membership-at-large of such House of the High Realm and the said Althingi Member shall be elected or appointed by such methods as the said House of the High Realm shall choose for itself.

 

 

 

Article 2. Tenure of Members

 

 

(1) The Law Speaker shall serve during the pleasure of the Althing.

 

 

(2) The Heads of the Houses of the Realm shall serve for as long as they hold the headship of their House.

 

 

(3) The Jarls of the Realm shall serve for as long as they hold their Jarlship.

 

 

(4) The Althingi Member representing the membership-at-large of a House of the High Realm shall serve until he or she shall be replaced in accordance with the methods as such House of the High Realm shall choose for itself.

 

 

 

Article 3. Assumption and Expulsion

 

 

(1) Any person who is entitled to a seat under this Act shall assume such seat upon notification of the Law Speaker.

 

 

(2) It shall require a majority of two thirds of the votes cast to expel a Member from the Althing. A person that has been expelled from the Althing shall not be able to take up a seat in the Althing again unless the Law Speaker decides otherwise after a minimum period of one year has passed. The High King or High Queen shall not be subject to expulsion.

 

 

 

Article 4. Dress Code

 

 

The Members of the Althing shall, when attending a sitting of the Althing, be obliged to dress as persons from the First Viking Age.

 

 

 

SECOND CHAPTER - ALTHINGI BUSINESS

Article 5. Motions

 

 

Any Member of the Althing shall be entitled to introduce Bills, Resolutions and other Motions to the Althing. The Law Speaker of the Althing shall, unless a Standing Orders of the Althing provides otherwise, put each Bill, Resolution or other Motion on the floor of the Althing.

 

 

 

Article 6. Memorandum of Explanation

 

 

Any Member of the Althing who introduces a Bill, Resolution or other Motion to the Althing shall add a Memorandum of Explanation to or include a number of "Whereases" in the said introduced Bill, Resolution or Motion giving the reasons for the introduction of aforesaid Bill, Resolution or Motion.

 

 

 

Article 7. Voting

 

 

(1) When voting on motions other than motions to elect an official or a new Imperial House, the Members of the Althing not representing the membership-at-large of a House of the High Realm shall each have one vote.

 

 

(2) When voting on motions other than motions to elect an official or a new Imperial House, the Members of the Althing representing the membership-at-large of a House of the High Realm shall have one vote per active member of such House of the High Realm.

 

 

(3) The Law Speaker shall once a month review the votes of the Members of the Althing representing the membership-at-large of a House of the High Realm and shall make adjustments in accordance with, if any, changes in the size of the membership of such House.

 

 

(4) When casting their votes the Members of the Althing shall be bound solely by their own conscience and not by any mandate or instructions. In case of a tie the Law Speaker shall have and exercise a casting vote.

 

 

 

Article 8. Freedom of Speech

 

 

No Member of the Althing shall outside the Althing be held liable for any of his utterances within the Althing save by the consent of the Althing.
