Act of the Althing


To all Our Well-Beloved Royals, Nobles and Knights, and all Our other Well-Beloved Citizens whatsoever to whom these Presents shall come, Greetings:


LET IT BE KNOWN that We, Harald Thorstein the Generous Giver of the House of the Descendants of Freyja, High King of Stormark, Sovereign Lord on all Continents, Lover of Frigga, Freyja and Idunn, Perpetual Protector of the People of Stormark, Perpetual Defender of the Viking Nation, Eternal Guardian of the Sacred Islands, Paramount Chieftain of the Ancient Tribes of the Heartland, Most Noble Sovereign of the Lands of Stormark, Supreme Lord of the Lands of the Longships Throne, Sovereign Lord of the High Queen Asa Isles, Sovereign Lord of High Queen Hervör Isle, Sovereign Lord of Vinland, King of Anglethyr, King of Bondegard, King of the Islands of the Ancient Ways, King of Marthunia, King of Merlaide, King of the Mysterious Isles, King of Thydtwinnster, Solver of the Ancient Enigma, Keeper of the Freyja Treasure, Protector of Love and Liberty, Keeper of the Most Sacred Instruments, Chieftain of all Chieftains, Keeper of the Lightningsword, Keeper of the Silver Chalice, Keeper of the Spear of Destiny, Lord of the Conquest, Navigation and Commerce of the Imperial Colonies, Hero of the Old Tale, Freyjagothi to the Temple of Love, Imperial Chieftain of the Gulathing, Imperial Chieftain of the Mysterious Isles, Prince Imperial of Alexandria, Fils d'Alexandrie, Prince of the Blood, Duke of Gascony, Duke of Normandie, Duke of Port Chloe, Duke of the Vaan Aujoen, Jarl of Gulathing, Jarl of Hattfjelldal, Hereditary Jarl of Kjøpsvik, Marquis of Beaulieu, Marquis Thorstein, Count of Poitou, Count of Quercy, Lord of the Two Peninsulas, Lord of the Isle of Snæland, Lord of the Longships Islands and Lord of the Isles, have looked with favour upon the decision of the Althing of that Day of the Lord Odin known to Us, Our Well-Beloved Royals, Nobles and Knights, and all Our other Well-Beloved Citizens whatsoever as the Nineth Day of the Month Himinbjorg in the Nineth Year of the Second Viking Age in the Second Epoch of Our Most Sovereign and Noble Viking Empire that the Law Speaker of the said Althing has most graciously laid before Us:




Article 1. Composition


The Althing shall be composed of the Law Speaker and the Jarls of the High Realm who have taken up an Althingi seat.


Article 2. Tenure


The Law Speaker shall serve during the pleasure of the Althing. The Jarls of the High Realm shall serve for as long as they hold their Jarlship.


Article 3. Assumption and Expulsion


(1) Any person who is entitled to a seat under this Act shall assume such seat upon notification of the Law Speaker.


(2) It shall require a majority of two thirds of the votes cast to expel a Member from the Althing. A person that has been expelled from the Althing shall not be able to take up a seat in the Althing again unless the Law Speaker decides otherwise after a minimum period of one year has passed. The High King or High Queen shall not be subject to expulsion.


Article 4. Dress Code


Each member of Althing shall, when attending a sitting of the Althing, be obliged to dress in accordance with how one traditionally dresses in formal occasions in the jarldom of origin for the member in question.


Article 5. Motions


Any Member of the Althing shall be entitled to introduce Bills, Resolutions and other Motions to the Althing. The Law Speaker of the Althing shall, unless a Standing Orders of the Althing provides otherwise, put each Bill, Resolution or other Motion on the floor of the Althing.


Article 6. Memorandum of Explanation


Any Member of the Althing who introduces a Bill, Resolution or other Motion to the Althing shall add a Memorandum of Explanation to or include a number of "Whereases" in the said introduced Bill, Resolution or Motion giving the reasons for the introduction of aforesaid Bill, Resolution or Motion.


Article 7. Voting


When voting on motions other than motions to elect an official or a new Imperial House, the Members of the Althing shall each have one vote and when casting their votes the Members of the Althing shall be bound solely by their own conscience and not by any mandate or instructions. In case of a tie the Law Speaker shall have and exercise a casting vote.


Article 8. Freedom of Speech


No Member of the Althing shall outside the Althing be held liable for any of his utterances within the Althing save by the consent of the Althing.


Article 9. Short Title


This Act may be cited as the Althing Statute.


Article 10. Commencement


This Act shall come into operation immediately after it has received the Imperial Assent.


In consequence whereof We have assented to and confirmed, as We hereby do assent to and do confirm the same as Law under Our Hand and the Great Seal of Our Most Sovereign and Noble Viking Empire.

Given at the Vanadísarhall in the Imperial City of Haraldsborg, in Our Jarldom of Gulathing, on this Day of the Lord Odin, the Nineth Day of the Month Himinbjorg in the Nineth Year of the Second Viking Age in the Second Epoch of Our Most Sovereign and Noble Viking Empire.
