STRUCTURE

 

Stormark shall be a confederal State. Its territory shall be divided into jarldoms and dominions.

 

Jarldoms shall be fully autonomous on all matters not conferred upon the Emperor or Empress, the Executive Council, the Althing or other body through this High Law or the competences thereof coming.

 

Dominions shall not be governed by the provisions of an instrument of government delivered by the Emperor or Empress in Council.

SIXTH CHAPTER - STRUCTURE

 

Article I.

 

The Viking Empire shall be a quasi-federal State. Its territory shall be divided into Jarldoms and Dominions. The power to create and dissolve Jarldoms and Dominions shall be vested in the Althing. No Jarldom or Dominion or any part thereof may secede from the Viking Empire.

 

Article II.

 

Jarldoms shall be fully autonomous on all matters not conferred upon the Emperor or Empress, the Imperial Council, the Althing or other body through this High Law or the competences thereof coming. Dominions shall not be governed under the High Law but by the provisions of an Instrument of Government delivered by the Emperor or Empress in the Imperial Council.

 

 

Article III.

 

The Emperor or Empress in the Imperial Council shall be represented in each Jarldom by a Jarl appointed by Order of the Emperor or Empress in the Imperial Council. The Jarl shall, as chief executive of the Jarldom, be responsible for the day-to-day government of the Jarldom and for implementing Imperial Law, whether Acts of the Althing, Orders-in-Council, or other Imperial Instruments, in the Jarldom.

 

Article IV.

 

The Official Capital and Seat of Government of the Viking Empire shall be the City of Haraldsborg in the Jarldom of Gulathing which shall have, as Capital, the title of Imperial City and shall be governed directly by the Emperor or Empress or an institution created by Him or Her to govern it.

Looking good. Though I'd remove the part of secession since we deal with it elsewhere in the proposed constitution.

I'd leave it in; as a macro-American, secession is one of those things you can't not help but put down as many times as humanly possible. ;)

Jarldoms without a Jarl shall be open to any Citizen of Stormark or House of the High Realm that wishes to explore, exploit, develop, or colonize them. Houses of the High Realm and Citizens of Stormark shall not be required to seek the permission of the High King or High Queen in the High Council of the Realm before attempting to develop Jarlless Jarldoms.

 

Article VI.

 

The High King or High Queen in the High Council of the Realm may choose to grant Jarlships to those who have done outstanding work in developing a Jarlless Jarldom. The Jarl of a Jarldom and the House of the High Realm to which he or she belongs shall have control over such Jarldom and its resources, culture and development for as long as he or she holds the Jarlship over the said Jarldom.

 

Article VII.

 

The High King or High Queen in the High Council of the Realm may evict a Citizen of Stormark or House of the High Realm from a Jarlless Jarldoms if they demonstrate a willful disregard for its populace or culture. Their work shall be deemed "non-canon" and may be explained away by future colonizers in any way they wish. The said Citizen of Stormark or House of the High Realm shall be banned from any further development work in that Jarldom, or, depending on the scale of the offense, in all Jarlless Jarldoms.

 

Article VIII.
