Act of the Althing


To all Our Well-Beloved Royals, Nobles and Knights, and all Our other Well-Beloved Citizens whatsoever to whom these Presents shall come, Greetings:

LET IT BE KNOWN that We, Harald Thorstein I the Generous Giver, The Eternal Sovereign Viking Emperor, Sovereign Lord on all Continents, Perpetual Protector of the People of Stormark, Perpetual Defender of the Viking Nation, Eternal Guardian of the Sacred Islands, Paramount Chieftain of the Ancient Tribes of the Heartland, Most Noble Sovereign of the Lands of Stormark, Supreme Lord of the Lands of the Crown of Saint Harald, Supreme Lord of the Lands of the Longships Throne, Sovereign Lord of the Kejsarinna Asa Isles, Sovereign Lord of Vinland, King of Anglethyr, King of Bondegard, King of the Islands of the Ancient Ways, King of Marthunia, King of Merlaide, King of the Mysterious Isles, King of Thydtwinnster, Living Saint of the Most Holy Nidarosian Church, Solver of the Ancient Enigma, Keeper of the Freyja Treasure, Protector of Love and Liberty, Keeper of the Most Sacred Instruments, Lord of the Conquest, Navigation and Commerce of the Imperial Colonies, Hero of the Old Tale, Freyjagothi to the Temple of Love, Imperial Prince of Thule, Imperial Prince of Inis Fer Falga, Prince Imperial of Alexandria, Fils d'Alexandrie, Prince of the Blood, Prince of Antioch, Prince of Arietta, Prince of Lichtenbad, Prince of Malisko, Duke of Frøyalan, Duke of Normandie, Duke of Pond Isle, Duke of Port Chloe, Marquis of Beaulieu, Marquis Thorstein, Earl of An Chláir, Earl of Carrick, Earl of Fife, Earl of the Trondelag, Count of Cimmeria and Avaldsnes, Count of La Marche, Count of Poitou, Count of Quercy, Baron of Einmar, Baron of Falster, Baronet of Holmborg, Baronet of Robland, Lord Mayor of Avaldsnes, Lord of the Two Peninsulas, Lord of the Isle of Snæland, Lord of the Longships Islands and Lord of the Isles, have looked with favour upon the decision of the Althing of that Day of the Lady Sól known to Us, Our Well-Beloved Royals, Nobles and Knights, and all Our other Well-Beloved Citizens whatsoever as the Eighth Day of the Month Bilskirnir in the Nineth Year of the Second Viking Age in the Second Epoch of Our Most Sovereign and Noble Viking Empire that the Law Speaker of the said Althing has most graciously laid before Us:

AN ACT TO CREATE A HIGH LAW OF THIS MOST SOVEREIGN AND NOBLE VIKING EMPIRE TO MAKE FRESH PROVISION CONCERNING THE SUBDIVISIONS OF THIS MOST SOVEREIGN AND NOBLE VIKING EMPIRE.

Article 1 - Subdivisions
a) The Territory of this Most Sovereign and Noble Viking Empire shall be subdivided into Jarldoms and Dominions.

B) The Jarldoms may, in accordance with venerable tradition and ancient custom, collectively be referred to as Althingi Stormark.

c) The Dominions may, in accordance with venerable tradition and ancient custom, collectively be referred to as Imperial Stormark.

Article 2 - Jarldoms
a) Territory directly ruled under all High Laws of this Most Sovereign and Noble Viking Empire shall be divided into several Jarldoms, each one equal to the other. A Jarldom may be referred to by its ancient traditional name. The same shall apply to, if any, the ancient traditional titles of Jarls.

B) The power to create and dissolve Jarldoms shall be vested in the Althing. The same shall apply to the power to designate the capitals of the Jarldoms of the Lands of the Longships Throne. No Jarldom or any part thereof may secede from this Most Sovereign and Noble Viking Empire.

c) Any Jarldom shall have the right to develop, in accordance with the theme of the Lands of the Longships Throne as well as with the basic profile for such Jarldom that the Yarlsthing may provide, its own culture. The Jarldoms shall also have the right to legislate, through their local legislatures which shall be styled Løgthing, in all areas not otherwise reserved to the Imperial Government of this Most Sovereign and Noble Viking Empire by or under this Article.

d) The areas of Foreign Affairs, Justice, Immigration, Defence, Commerce and Territorial Integrity shall be handled solely and exclusively by the Imperial Government of this Most Sovereign and Noble Viking Empire.

e) The Emperor shall be represented in each Jarldom by a Jarl appointed by Order of the Emperor in the Sovereign Council. The Jarl shall, as chief executive of the Jarldom, be responsible for the day-to-day government of the Jarldom and for implementing Imperial Law, whether Statutes, Acts of the Althing, Imperial Decrees or Orders-in-Council, in the Jarldom.

f) An individual who is appointed Jarl under the preceding Article shall by virtue of the said appointment become a Chieftain and the head of a House Minor of this Most Sovereign and Noble Viking Empire provided always that the Emperor may at any time also decide to create the said individual the head of a House Major or House Royal or promote such individual to the same. Should a person appointed Jarl under the preceding Article cease to hold the Jarlship, the Emperor in the Sovereign Council shall decide whether such a person shall remain a Chieftain and the head of a Royal or Noble House.

Article 3 – Dominions
a) Dominions are Imperial Territories not ruled under the High Laws of this Most Sovereign and Noble Viking Empire provided always that Statutes governing secession from this Most Sovereign and Noble Viking Empire made by the Althing shall always apply to the said Dominions and may be enforced by the Authorities responsible of enforcing the law in that part of this Most Sovereign and Noble Viking Empire known as Althingi Stormark. The power to create Dominions shall be vested in the Althing, but the Emperor in the Council of State shall have the right and responsibility of issuing Instruments of Government for the general welfare of the people of the Dominions. No Dominion or any part thereof may secede from this Most Sovereign and Noble Viking Empire.

B) The power to dissolve Dominions shall be vested in the Althing. A Dominion may, if it pleases the Althing, become a Jarldom of this Most Sovereign and Noble Viking Empire.

Article 4 – Miscellaneous
a) Provisions on Traditional Districts, Cities, Towns and other Local Government Bodies within Subdivisions may be laid down by Act of the Althing as well as Jarldom Law or Dominion Law as the case may be.

B) The Fimmtardómur may declare, on its motion or on petition of the Attorney-General of Stormark, any Subdivision Law or any provision thereof that is contrary to or inconsistent with the High Laws of this Most Sovereign and Noble Viking Empire that unconstitutional, null and void. The same shall apply to any official act of any official of a Jarldom or Dominion.

c) No Subdivision in existence shall have its territory diminished or otherwise unfavourable altered without the consent of its Jarl or Designated Authority. In the absence of a Jarl or Designated Authority the power to grant or refuse consent shall be vested in the Law Speaker of the Althing.

d) The Althing shall have the power to designate the Sacred Lands of this Most Sovereign and Noble Viking Empire. Such power shall, in accordance with venerable tradition and ancient custom, be exercised by Statute.

e) The Sacred Lands of this Most Sovereign and Noble Viking Empire shall not, in whole or in part, be traded, ceded or in any other way be given up by the Lands of the Longships Throne. The same shall apply to the Heartland.

f) Each Subdivision shall have its own Udal Law. Such Udal Law may not be contrary to or inconsistent with the Udal Law of the Lands of the Longships Throne, Imperial Law or the High Laws of this Most Sovereign and Noble Viking Empire.

Article 5 - Repeals
The Law on Administrative Subdivisions is hereby repealed.

Article 6 - Short Title and Commencement
This High Law may be cited as the Subdivisions' Code and shall enter into force upon receiving the Imperial Assent.

In consequence whereof We have assented to and confirmed, as We hereby do assent to and do confirm the same as Law under Our Hand and the Great Seal of Our Most Sovereign and Noble Viking Empire.
