Act of the Althing


To all Our Well-Beloved Royals, Nobles and Knights, and all Our other Well-Beloved Citizens whatsoever to whom these Presents shall come, Greetings:

LET IT BE KNOWN that We, Harald Thorstein I the Generous Giver, The Eternal Sovereign Viking Emperor, Perpetual Protector of the People of Stormark, Perpetual Defender of the Viking Nation, Eternal Guardian of the Lakes of Hurmu, Paramount Chieftain of the Ancient Tribes of Hurmu, Most Noble Sovereign of the Lands of Stormark, Supreme Lord of the Lands of the Crown of Saint Harald, Supreme Lord of the Lands of the Longships Throne, Sovereign Lord of Kejsarinna Asa Land, Sovereign Lord of Lontinnin, Sovereign Lord of Vinland, Senator of the Lakes, King of Anglethyr, King of Bondegard, King of the Islands of the Ancient Ways, King of Marthunia, King of Merlaide, King of the Mysterious Isles, King of Thydtwinnster, Living Saint of the Most Holy Nidarosian Church, Solver of the Ancient Enigma, Keeper of the Freyja Treasure, Protector of Love and Liberty, Keeper of the Most Sacred Instruments, Lord of the Conquest, Navigation and Commerce of the Imperial Colonies, Hero of the Old Tale, Freyjagothi to the Temple of Love, Imperial Prince of Thule, Imperial Prince of Inis Fer Falga, Prince Imperial of Alexandria, Fils d'Alexandrie, Prince of the Blood, Prince of Antioch, Prince of Arietta, Prince of Lichtenbad, Prince of Malisko, Duke of Frøyalan, Duke of Normandie, Duke of Pond Isle, Duke of Port Chloe, Marquis of Beaulieu, Marquis Thorstein, Earl of An Chláir, Earl of Carrick, Earl of Fife, Earl of the Trondelag, Count of Cimmeria, Count of La Marche, Count of Poitou, Count of Quercy, Baron of Einmar, Baron of Kai-Raikoth, Baronet of Holmborg, Baronet of Robland, Lord Mayor of Avaldsnes, Lord of the Two Peninsulas, Lord of the Isle St. Jean, Lord of the Longships Islands and Lord of the Isles, have looked with favour upon the decision of the Althing of that Day of the Lady Freyja known to Us, Our Well-Beloved Royals, Nobles and Knights, and all Our other Well-Beloved Citizens whatsoever as the Tenth Day of the Month Glitnir in the Eighth Year of the Second Viking Age in the Second Epoch of Our Most Sovereign and Noble Viking Empire that the Law Speaker of the said Althing has most graciously laid before Us:

AN ACT TO REFORM THE ADMINISTRATIVE SUBDIVISIONS OF THIS MOST SOVEREIGN AND NOBLE VIKING EMPIRE; TO AMEND THAT PART OF STORMARK'S RIGES GRUNDLOV KNOWN AS THE LAW ON ADMINISTRATIVE SUBDIVISIONS; TO AMEND THE THIS IS OUR LAND ACT OF YEAR 7 IN ACCORDANCE WITH THE AFOREMENTIONED; AND TO PROVIDE FOR MATTERS CONNECTED TO THE AFORESAID.

Article I.

The whole text of the Law on Administrative Subdivisions is hereby amended by the substitution of the said text by:

"AN ACT TO CREATE A HIGH LAW OF THIS MOST SOVEREIGN AND NOBLE VIKING EMPIRE TO MAKE FRESH PROVISION CONCERNING THE ADMINISTRATIVE SUBDIVISIONS OF THIS MOST SOVEREIGN AND NOBLE VIKING EMPIRE.

Article 1 - Subdivisions
a) The Territory of this Most Sovereign and Noble Viking Empire shall be subdivided into Thanedoms and Colonies.

B) The Thanedoms may, in accordance with venerable tradition and ancient custom, collectively be referred to as Althingi Stormark.

c) The Colonies may, in accordance with venerable tradition and ancient custom, collectively be referred to as Colonial Stormark.

Article 2 - Thanedoms
a) Territory directly ruled under all High Laws of this Most Sovereign and Noble Viking Empire shall be divided into several Thanedoms, each one equal to the other. The power to create and dissolve Thanedoms shall be vested in the Althing. No Thanedom or any part thereof may secede from this Most Sovereign and Noble Viking Empire.

B) Thanedoms shall have the right to develop their own cultures and to legislate in all areas not otherwise reserved to the Imperial Government of this Most Sovereign and Noble Viking Empire by or under this Article.

c) The areas of Foreign Affairs, Justice, Immigration, Defence, Commerce and Territorial Integrity shall be handled solely and exclusively by the Imperial Government of this Most Sovereign and Noble Viking Empire.

d) The Emperor in the Council of State shall be represented in each Thanedom by a Thane appointed by Order of the said Emperor in the Council of State. The Thane shall be responsible for the day-to-day government of the Thanedom and for implementing Imperial Law, whether Statutes, Acts of the Althing, Imperial Decrees or Orders-in-Council, in the Thanedom.

e) The Emperor in the Council of State may, by Order, in accordance with venerable tradition and ancient custom, create any Thanedom of this Most Sovereign and Noble Viking Empire, a Fief and Thanedom conjointly.

f) The Emperor in the Council of State may, by Order, only appoint the Member of the Peerage of Ancient Kruoningha whose Peerage corresponds with a Thanedom of this Most Sovereign and Noble Viking Empire that has been created a Fief and Thanedom conjointly under the preceding subarticle Thane of the said Thanedom of this Most Sovereign and Noble Viking Empire.

g) The Title of Office of a Thane appointed by the Emperor in the Council of State under the preceding subarticle shall, in accordance with venerable tradition and ancient custom, consist of his or her rank in the Peerage of Ancient Kruoningha attached to the Title of Office of Thane.

h) A Thane appointed by the Emperor in the Council of State under subarticle f shall have, in accordance with venerable tradition and ancient custom, aside from those duties in his or her capacity of fiefholder, the same responsiblities as a Thane appointed by the Emperor in the Council of State under subarticle d.

Article 3 – Colonies
a) Colonies are Imperial Territories not ruled under the High Laws of this Most Sovereign and Noble Viking Empire provided always that Statutes governing secession from this Most Sovereign and Noble Viking Empire made by the Althing shall always apply to the said Colonies and may be enforced by the Authorities responsible of enforcing the law in that part of this Most Sovereign and Noble Viking Empire known as Althingi Stormark. The power to create Colonies shall be vested in the Althing, but the Emperor in the Council of State shall have the right and responsibility of issuing Instruments of Government for the general welfare of the people of the Colonies. No Colony or any part thereof may secede from this Most Sovereign and Noble Viking Empire.

B) The power to dissolve Colonies shall be vested in the Althing. A Colony may, if it pleases the Althing, become a Thanedom of this Most Sovereign and Noble Viking Empire.

Article 4 – Miscellaneous
a) Provisions on Traditional Districts, Cities, Towns and other Local Government Bodies within Thanedoms and Colonies may be laid down by Act of the Althing as well as Thanedom Law or Colonial Law as the case may be.

B) The Fimmtardómur may declare, on its motion or on petition of the Attorney-General of Stormark, any Thanedom Law as well as any Colonial Law or any provision thereof that is contrary to or inconsistent with the High Laws of this Most Sovereign and Noble Viking Empire unconstitutional, null and void. The same shall apply to any official act of any official of a Thanedom or Colony.

c) No Thanedom or Colony in existence shall have its territory diminished or otherwise unfavourable altered without the consent of its Thane or Imperial Governor. In the event that the office of Thane or Imperial Governor is vacant the power to grant or refuse consent shall be vested in the Law Speaker of the Althing.

d) The Althing shall have the power to designate the Sacred Lands of this Most Sovereign and Noble Viking Empire. Such power shall, in accordance with venerable tradition and ancient custom, be exercised by Statute.

e) The Sacred Lands of this Most Sovereign and Noble Viking Empire shall not, in whole or in part, be traded, ceded or in any other way be given up by the Lands of the Longships Throne. The same shall apply to the Heartland.

f) Each Thanedom and each Colony shall have its own Udal Law. Such Udal Law may not be contrary to or inconsistent with the Udal Law of the Lands of the Longships Throne, Imperial Law or the High Laws of this Most Sovereign and Noble Viking Empire.

Article 5 - Repeals
The Autonomous Countries' Code is hereby repealed.

Article 6 - Short Title and Commencement
This High Law may be cited as the Law on Administrative Subdivisions and shall enter into force upon receiving the Imperial Assent."

Article II.

(a) Upon the coming into operation of this Act, the Colony of this Most Sovereign and Noble Viking Empire known as the Viceroyalty of Kejsarinna Asa Land shall become and be a Thanedom of this Most Sovereign and Noble Viking Empire.

(B) Upon the coming into operation of this Act, the Colony of this Most Sovereign and Noble Viking Empire known as the Duchy of Port Chloe shall become and be a Thanedom of this Most Sovereign and Noble Viking Empire.

(c ) Upon the coming into operation of this Act, the Colony of this Most Sovereign and Noble Viking Empire known as the Viceroyalty of Vinland shall become and be a Thanedom of this Most Sovereign and Noble Viking Empire.

(d) Upon the coming into operation of this Act, the Colony of this Most Sovereign and Noble Viking Empire known as the Duchy of Normandie shall become and be a Thanedom of this Most Sovereign and Noble Viking Empire.

(e) Upon the coming into operation of this Act, the Colony of this Most Sovereign and Noble Viking Empire known as the Duchy of Gascony shall become and be a Thanedom of this Most Sovereign and Noble Viking Empire.

(f) Upon the coming into operation of this Act, the Colony of this Most Sovereign and Noble Viking Empire known as the Imperial Colony of Old Gaol Isle shall become and be a Thanedom of this Most Sovereign and Noble Viking Empire known as the Thanedom of Old Gaol Isle.

(g) Upon the coming into operation of this Act, the Autonomous Country of this Most Sovereign and Noble Viking Empire known as the Grand Duchy of Riskai shall become and be a State of the Sangunese Crown in free association with this Most Sovereign and Noble Viking Empire.

(h) Upon the coming into operation of this Act, the Autonomous Country of this Most Sovereign and Noble Viking Empire known as Hurmu shall become and be a State in free association with this Most Sovereign and Noble Viking Empire.

(i) Upon the coming into operation of this Act, the Thanedom of this Most Sovereign and Noble Viking Empire known as the Thanedom of Inri Havid o Ytri Eyjarnar shall be divided into three seperate Thanedoms: the Thanedom of Sicilia, the Thanedom of Skarø and the Thanedom of Humlebæk Island.

Article III.

The whole text of the This is Our Land Act of Year 7 is hereby amended by the substitution of the said text by:

"AN ACT TO DEFINE THE TERRITORIES OF AND THE BORDERS BETWEEN THE SEVERAL THANEDOMS OF THIS MOST SOVEREIGN AND NOBLE VIKING EMPIRE; TO DEFINE THE TERRITORIES OF THE SEVERAL COLONIES OF THIS MOST SOVEREIGN AND NOBLE VIKING EMPIRE; TO CONFIRM THE CAPITALS OF THE SAID THANEDOMS AND COLONIES; AND TO PROVIDE FOR MATTERS CONNECTED TO THE AFORESAID.

Article 1. The Heartland Thanedoms

(1) There shall continue to be five Thanedoms on the Heartland of Our Most Sovereign and Noble Viking Empire: the four Original Thanedoms of Gulathing, Frostathing, Eidsivathing and Borgarthing as well as the Thanedom of the Haldarsvik Islands. The Territory of and borders between the Thanedoms shall continue to be as depicted on the map in the First Schedule to this Act.

(2) The City of Haraldsborg shall continue to be the Capital of the Thanedom of Gulathing.

(3) The City of Thorfinnsborg shall continue to be the Capital of the Thanedom of Frostathing.

(4) The City of Haithabu shall continue to be the Capital of the Thanedom of Eidsivathing.

(5) The City of Köpingsvik shall be the Capital of the Thanedom of Borgarthing.

(6) Irenic City shall continue to be the Capital of the Thanedom of the Haldarsvik Islands.

Article 2. The Thanedom of Freyja's Necklace

(1) There shall continue to be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Thanedom of Freyja's Necklace. The Territory of the Thanedom of Freyja's Necklace shall continue to be as depicted on the map in the Second Schedule to this Act.

(2) The City of Folkvanger shall continue to be the Capital of the Thanedom of Freyja’s Necklace.

Article 3. The Thanedom of the Västerålen

(1) There shall continue to be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Thanedom of the Västerålen. The Territory of the Thanedom of the Västerålen shall continue to be as depicted on the map in the Third Schedule to this Act.

(2) The City of Straumsjøen shall continue to be the Capital of the Thanedom of the Västerålen.

Article 4. The Thanedom of Frigga Island

(1) There shall continue to be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Thanedom of Frigga Island. The Territory of the Thanedom of Frigga Island shall continue to be as depicted on the map in the Fourth Schedule to this Act.

(2) The City of Fensalir shall continue to be the Capital of the Thanedom of Frigga Island.

Article 5. Thanedom of the Sólareyjar

(1) There shall be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Thanedom of the Sólareyjar. The Territory of the Thanedom of the Sólareyjar shall be as depicted on the map in the Eighth Schedule to this Act.

(2) The City of Tara shall be the Capital of the Thanedom of the Sólareyjar.

Article 6. Thanedom of the Idunn Isles

(1) There shall be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Thanedom of the Idunn Isles. The Territory of the Thanedom of the Idunn Isles shall be as depicted on the map in the Eighth Schedule to this Act.

(2) The City of Iduna shall be the Capital of the Thanedom of the Idunn Isles.

Article 7. Thanedom of Sicilia

(1) There shall be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Thanedom of Sicilia. The Territory of the Thanedom of Sicilia be as depicted on the map in the Nineth Schedule to this Act.

(2) The City of Messina shall be the Capital of the Thanedom of Sicilia.

Article 8. Thanedom of Valkyrjaflaturnar

(1) There shall be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Thanedom of Valkyrjaflaturnar. The Territory of the Thanedom of Valkyrjaflaturnar shall be, subject to the Law of Woodstanic Succession Act of Year 7, as depicted on the map in the Tenth Schedule to this Act.

(2) The City of Valkyrie Slottet shall be the Capital of the Thanedom of Valkyrjaflaturnar.

Article 9. The Viceroyalty of Kejsarinna Asa Land

(1) There shall continue to be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Viceroyalty of Kejsarinna Asa Land. The Territory of the Viceroyalty of Kejsarinna Asa Land shall continue to be as depicted on the map in the Fifth Schedule to this Act.

(2) The City of Sula Sgeir shall continue to be the Capital of the Viceroyalty of Kejsarinna Asa Land.

Article 10. The Duchy of Port Chloe

(1) There shall continue to be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Duchy of Port Chloe. The Territory of the Duchy of Port Chloe shall continue to be as depicted on the map in the Fifth Schedule to this Act.

(2) The City of Port Chloe shall continue to be the Capital of the Duchy of Port Chloe.

Article 11. The Viceroyalty of Vinland

(1) There shall continue to be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Viceroyalty of Vinland. The Territory of the Viceroyalty of Vinland shall continue to be as depicted on the map in the Sixth Schedule to this Act.

(2) The City of Straumsfjordur shall continue to be the Capital of the Viceroyalty of Vinland.

Article 12. The Duchy of Normandie

(1) There shall continue to be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Duchy of Normandie. The Territory of the Duchy of Normandie shall continue to be as depicted on the map in the Seventh Schedule to this Act.

(2) The City of Quimper shall continue to be the Capital of the Duchy of Normandie.

Article 13. The Duchy of Gascony

(1) There shall be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Duchy of Gascony. The Territory of the Duchy of Gascony shall continue to be as depicted on the map in the Eleventh Schedule to this Act.

(2) The City of Lannion shall be the Capital of the Duchy of Gascony.

Article 14. The Thanedom of Old Gaol Isle

(1) There shall be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Thanedom of Old Gaol Isle. The Territory of the Thanedom of Old Gaol Isle shall continue to be as depicted on the map in the Seventh Schedule to this Act.

(2) The City of Vardhaldsby shall be the Capital of the Thanedom of Old Gaol Isle.

Article 15. Thanedom of Skarø

(1) There shall be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Thanedom of Skarø. The Territory of the Thanedom of Skarø be as depicted on the map in the Nineth Schedule to this Act.

(2) The City of Stenløse shall be the Capital of the Thanedom of Skarø.

Article 16. Thanedom of Humlebæk Island

(1) There shall be within Our Most Sovereign and Noble Viking Empire a Thanedom known as the Thanedom of Humlebæk Island. The Territory of the Thanedom of Humlebæk Island be as depicted on the map in the Nineth Schedule to this Act.

(2) The City of Humlebæk shall be the Capital of the Thanedom of Humlebæk Island.

Article 17. Short Title and Commencement of Act

This Act may be cited as the This is Our Land Act of Year 7 and shall come into operation immediately after it has received the Imperial Assent."

Article IV.

(a) Upon the coming into operation of this Act, the map in the Eighth Schedule to the This is Our Land Act of Year 7 shall be substituted by the map in the First Schedule to this Act.

(B) Upon the coming into operation of this Act, the map in the Nineth Schedule to the This is Our Land Act of Year 7 shall be substituted by the map in the Second Schedule to this Act.

Article V.

This Act may be cited as the Administrative Subdivisions Reform Act of Year 8 and shall come into operation immediately after it has received the Imperial Assent.
