TO THE MEMBERS OF THE ROYAL FOLKETING OF NIDAROS

 

FROM THE MOST Royal and Glorious throne of Mis Most Christian Majesty Karl Gustav I, King of Nidaros

 

WE DO DECREE that ALL members of the Folketing shall post below this summons "Present"

 

AND THAT after the majority of the Folketing is present we may get down to business

 

SO LET this be done

Do We have the pleasure of sitting on the Folketing in our capacity as Pope?

Im afraid not Your Holiness. The People who are members of the Nidarosian Folketing are:

 

His Imperial Majesty Emperor Harald, Prince Royal of Malisko;

His Grace Andelarion, Duke of Oslette

Her Excellency Ragnhild Gunlaugsdottir, Countess of Kongsdame

Sir Dagfinn Thorvaldsson, Advisor of the Royal Court

Dame Gudrun Eriksdottir, The Duchess of the Vesteralen

And Her Majesty Queen Aoife of Dún Gail Dara

Now, down to business-

 

Honourable Members of the Folketing,

 

Nidaros has changed alot in the past year. We have switched from a catastrophic Theocratic Republic to a Christian Kingdom. We have overcome many peoples unbelief in us. We had a very quick "Basic Laws" written up. But, is it enough? I personally feel that we need a new constitution. That defines our laws better.

 

That is the first point that i ask we all vote upon. And you may give your explanation as to why you feel the way you do.

Whereas Nidaros is a proud nation of ancient roots that, despite having gone through toils and troubled times, is today a free nation, reaffirming its determination to choose its own form of government and its inalienable right to develop its own culture and way of life in accordance with the traditions and laws of the Kingdom, and of the Empire of which it forms part,

 

Be it enacted by the Folketing, by and with the advice and consent of the Althing, that:

 

Article 1 – Name

 

The name of the Kingdom remains Nidaros.

 

Article 2 – Territory

 

The national territory shall be determined by Law together with the government of the Emperor in Council.

 

Article 3 – Status

 

Nidaros is an autonomous country of the Viking Empire of Stormark and shall thus adhere to the Autonomous Countries’ Code. The Kingdom shall guarantee its residents the rights and liberties contained in the Instrument of Rights and Liberties, subject to any limitations contained in this Constitution.

 

Article 4 – Legislative powers

 

a) The legislative powers of the Kingdom are vested in the Monarch and the Folketing independent of each other.

 

B) The Monarch may issue binding decrees and the Folketing may pass laws. Any decree may be overturned by the Folketing. Any bill passed by the Folketing may be overturned by the Monarch.

 

c) The Folketing consists of members appointed by the Monarch. Members must be citizens of the Empire, senators of Hurmu, citizens of an autonomous country of the Empire, or honorary citizens of the Empire.

 

Article 5 – The Monarch

 

a) The Monarch, titled King if male and Queen if female, is head of state.

 

B) All executive powers are vested in the Monarch, or in the regent during a regency, and in those persons that the Monarch may delegate certain executive powers.

 

c) The Monarch has the power to make an order of succession for the Crown of Nidaros. Should a period regency begin, the first person in line to the Crown of Nidaros will be regent. Should he or she be unavailable, the next person in line will be regent. Should there be no persons on the order of succession available, or should there be no order of succession at all, the Folketing will elect a regent. The regent shall have the same powers as the Monarch, subject to limitations contained in a decree of regency.

 

d) A period of regency begins whenever the Monarch decrees that regency begins, or when the Monarch has shown no signs of life for fourteen days.

 

e) The Monarch may abdicate at any time. Upon abdication the person first in line in the order of succession will succeed the Monarch. The Monarch automatically abdicated if he or she has shown no signs of life for ninety days or when he or she has lost full or honorary citizenship in Stormark, or when he or she has been convicted for a crime (and not received a full pardon from the Emperor).

 

Article 6

 

The judicial powers of the Kingdom are vested in the Fimmtardómur. Criminal, civil and constitutional trials and cases are to be brought before the Fimmtardómur. Until such time that the Kingdom may establish its own criminal and civil codes, those of the Empire shall apply.

 

Article 7

 

Any amendments to this Constitution require passage through the Folketing and the approval of the Monarch.

Below you may find an updated version of my constitutional draft. Amendments from the last draft are shown in bold.

The judicial powers of the Kingdom are vested in the Fimmtardómur. Criminal, civil and constitutional trials and cases are to be brought before the Fimmtardómur. Until such time that the Kingdom may establish its own criminal and civil codes, those of the Empire shall apply.

 

Article 7

 

Any amendments to this Constitution require passage through the Folketing and the approval of the Monarch.

I do hereby decree that there shall be a boting on the constitution within two days or else I will make the decision myself.
