Royal Decree #1

 

To all Royals, Nobles and Knights and to all other persons whatsoever to whom these Presents shall Come, Greetings:

 

His Holiness, CAMILLUS I, the Pope of the United Church of Stormark, Vice-Regent of the Almighty, Supreme Pontiff of the Church, Archbishop of Treisenberg, Sovereign of the Eternal Realm of Treisenberg, Earl of Leirvik, Lord of the Inner Sea and the Outer Islands, Keeper of the War Helmet of Thyra, Grand Marshal of the Army of Stormark, Christian Patriarch of the Viking Lands, President of the Synod of Bishops, and Servant of the Servants of God:

 

WHEREAS we wish to organize the past laws of the Kingdom;

 

WE do present the following commands;

 

I. That the Treaty of Epithranoi does now and will forever stand;

 

II. That all peerages that are currently occupied and are legal as according to past decrees shall not lapse and remain our pleasure;

 

III. That the Criminal Code for Treisenberg shall remain the law of the Kingdom;

 

IV. That we accept and confirm the Constitution of March 9, 2006;

 

V. And that the transfer of power shall be considered complete.

 

This is Our Will, and Our Will is Law.

 

Given at Our Court at Nendeln Palace in Treisen under Our Hand and the Great Seal of the Eternal Realm of Treisenberg on the Eighteenth Day of March in the Fifth Year of the Second Viking Age.

Royal Decree #2

 

To all Royals, Nobles and Knights and to all other persons whatsoever to whom these Presents shall Come, Greetings:

 

LET IT BE KNOWN that We, Camillus by the Grace of God, Lord Sovereign of the Eternal Realm of Treisenberg do hereby decree that:

 

I. All legislation currently in force in Treisenberg, except for the Constitution of the Eternal Realm of Treisenberg, is hereby repealed.

 

II. All state offices and positions of whatever level of goverment or whatever branch of government that existed in Treisenberg immediatly before the coming into force of this Royal Decree, except for the Sovereign of the Eternal Realm of Treisenberg and the offices mentioned in the Constitution of Treisenberg are hereby abolished.

 

III. Any Titles of Nobility that existed in Treisenberg immediatly before the coming into force of this Royal Decree, except for those Titles of Nobility held by His Imperial Majesty, The Sovereign Viking Emperor, are hereby abolished.

 

IV. That the official titles of the Soveriegn of the Eternal Realm of Treisenberg are as follows: "His Royal Majesty, the King of the Eternal Realm of Treisenberg, Earl of Leirvik, Count of Epithranoi, Lord of the Inner Sea and the Outer Islands, Keeper of the War Helmet of Thyra, and Defender of the Faith." In all matters of Treisenberg, the King shall be referred to as "His Royal Majesty" or "His Majesty".

 

IV. This Royal Decree shall come into force immediatly.This is Our Will, and Our Will is Law.

 

Given at Our Court at Treisen Palace in Treisen under Our Hand and the Great Seal of the Eternal Realm of Treisenberg on the Twelfth Day of June in the Sixth Year of the Second Viking Age.

Royal Decree #3

 

To all Royals, Nobles and Knights and to all other persons whatsoever to whom these Presents shall Come, Greetings:

 

LET IT BE KNOWN that We, Camillus by the Grace of God, King of Treisenberg do hereby decree that:

 

I. The Offices of King of Treisenberg and Pope of the Church of Stormark are seperated.

 

II. The Consitution is amended as follows:

 

i. Article III, Section 1 shall read:

 

The Crown shall be personified through the person of the Monarch, the King, or in the case of a female holder of the Throne, the Queen as Head of State. The Monarch, as Head of State, is the symbol of the unity and permanence of the State. The Eternal Realm of Treisenberg is under the Overlordship of His Imperial Majesty, The Sovereign Viking Emperor.

 

ii. Article IV, Section 1 shall read:

 

The Monarch shall be succeeded by an heir of his choosing, upon his abdication or removal, who shall posess the title of "Crown Prince of Treisenberg."

 

iii. Article IV, Section 2 shall read:

 

If the Monarch has been continuously prevented for a period of two months from carrying out his duties, or has failed to carry them out, the Government shall notify the Fimmtardómur. The Fimmtardómur shall resolve whether the Monarch shall be deemed to be incapacitated.

 

iv. Article V, Section 1 shall read:

 

In the event of the Monarch's declared incapacitation by the Fimmtardómur, the the Royal Council of State, shall rule the nation, for as long as it can be determined that the Monarch lives and wills to remain upon the throne.

 

v. Article V, Section 2 shall read:

 

The Royal Council of State, will attempt to contact the Monarch once every week during the regency. If the Monarch shall respond and indicate his desire to remain on the throne, the regency shall continue. If the Monarch indicates that he does not wish to remain on the throne, the Royal Council of State shall inform the Kingdom. If there is no response after a month of the regency, the Monarch shall be removed, and the Crown Prince shall succeed.

 

vi. Article V, Section 3 shall read:

 

Should there be no Crown Prince at the time of the removal of the Monarch, then His Imperial Majesty, The Sovereign Viking Emperor shall choose a successor to the Throne.

 

III. This Royal Decree shall come into force immediatly.This is Our Will, and Our Will is Law.

Royal Decree #4

 

To all Royals, Nobles and Knights and to all other persons whatsoever to whom these Presents shall Come, Greetings:

 

LET IT BE KNOWN that We, Camillus by the Grace of God, King of Treisenberg do hereby decree that:

 

I. The Royal Council of State, in accorance with the Constitution, shall be composed of five ministers: the Lord President of the Council, the Lord Chancellor, the Lord Constable, the Lord Chamberlain, and the Lord Steward.

 

II. The Lord President of the Royal Council of State shall be the chief minister of the King, responsible for the co-ordination of policies between the Crown, the Senate, and the People, and shall head meetings of the Royal Council of State.

 

III. The Lord Chancellor of Treisenberg shall be responsible for the laws of Treisenberg, the co-ordination of legal matters between the Realm and the Viking Empire of Stormark, and conformity of all bodies and organizations under the laws of Treisenberg and Stormark.

 

IV. The Lord Constable of Treisenberg shall be responsible for matters of defense of Treisenberg, the upkeep of the Stormarkian garrison in the Realm, the local defense forces of Treisenberg, and the enforcement of the laws.

 

V. The Lord Chamberlain of Treisenberg shall be responsible for the cultural affairs of the Realm, for all foriegn affairs as allowed by the Autonomous Countries' Code, and for matters of citizenship.

 

VI. The Lord Steward of Treisenberg shall be responsible for the estates of the Crown, the territory of the Eternal Realm of Treisenberg, and shall be the chief assistant to the King in all matters that shall be designated to him.

 

VII. During the regency of the King, all decisions shall be handled by Royal Council of State, with their resolution being by majority vote.

 

VIII. Each officer may be referred to as "His Excellency."

 

IX. This Royal Decree shall come into force immediatly.This is Our Will, and Our Will is Law.

Royal Decree #5

 

To all Royals, Nobles and Knights and to all other persons whatsoever to whom these Presents shall Come, Greetings:

 

LET IT BE KNOWN that We, Camillus I, King of Treisenberg, do hereby enact the following as Law:

 

AN ACT ESTABLISHING A UNIFORM CRIMINAL CODE FOR TREISENBERG

 

WHEREAS in accordance with the Autonomous Countries’ Code of Stormark the State of Treisenberg is given the right to establish, form and develop codes of law.

 

AND WHEREAS there is a need in having a Criminal Code of Law that meets the particular demands and interests of Treisenberg, so that the Law of the Lands can come nearer the citizens.

 

BE IT THEREFORE ENACTED BY HIS ROYAL MAJESTY AS FOLLOWS: –

 

Chapter 1

Crimes against the State

 

1. Treason

A person who, being a citizen or resident of Treisenberg:

 

a) does anything tending to the death or destruction of His Royal Majesty;

 

b ) levies war, or does any act preparatory to levy war, against His Royal Majesty or the State;

 

c ) assists by any means whatever, with intent to assist, an enemy at war with the State, whether or not the state of public emergency has been declared;

 

d) assists to another person who is, to his knowledge, guilty of treason in order to enable him to escape punishment; or

 

e) knowing that a person intends to commit treason, does not give information thereof to a court or to the Attorney-General;

 

shall be guilty of a crime, called treason, and liable to the punishment of permanent banishment from the territory of the State.

 

2. Treachery

A person who shall do any act or thing to overthrow the Constitution of the State by revolution or sabotage or to overthrow by force or violence the duly established government of the State, shall be guilty of a crime, called treachery, and liable to the punishment of permanent banishment from the territory of the State.

 

3. Sabotage

A person who shall do any act or thing to overthrow the Constitution of the State by revolution or sabotage or to overthrow by force or violence the duly established government of the State shall be guilty of a crime called treachery, and liable to the punishment of permanent banishment from the territory of the State.

 

4. Subversion of His Royal Majesty’s Government

Any person who, with the intention of causing violence or creating public disorder or public disturbance, says, writes, prints, utters or publishes any words:

 

a) to bring His Royal Majesty or any court of law into contempt;

 

b ) to excite disaffection against His Royal Majesty’s government;

 

c ) to excite the citizens of the State to attempt to procure the alteration, otherwise than by lawful means, of any matter established by law of the State;

 

d) to promote feelings of ill-will between different groups of the citizens of the State so as to endanger the peace, order and good government of the State; or

 

e) counsels or advices any person to commit any of the aforesaid acts;

 

shall be guilty of a crime, called subversion of His Royal Majesty’s government, and liable to the punishment of banishment from the territory of the State period fixed by the court.

 

5. Espionage

Any person who, with intent prejudicial to the safety or defence of the State:

 

a) makes within the territory of the State, a sketch, plan or photograph of a place or thing, or a note or document of a thing, that is likely to be, might be or is intended to be directly or indirectly useful to an enemy or a foreign nation;

 

b ) obtains, collects, records, uses, has in possession or communicates to another person any information, including an opinion or a report of a conversation, that is likely to be, might be or is intended to be useful to an enemy or a foreign nation; or

 

c ) approaches, is in, enters, inspects or passes over a place prohibited by an Act;

 

shall be guilty of a crime, called espionage, and liable to permanent banishment from the territory of the State, or for a period fixed by the court.

 

Chapter 2

Crimes against Peaceful Relations with Foreign Nations

 

1. Aggression against a Foreign Nation

A person who, being a citizen of the State, or being lawfully present in the State, without order or approval of His Royal Majesty, levies war, or does any act preparatory to levy war, against a foreign nation, shall be guilty of a crime, called aggression against a foreign nation, and liable to the punishment of suspension of civil rights for a period fixed by the court.

 

2. Espionage in Prejudice of a Foreign Nation

A person who, being a citizen of the State or being lawfully present in the State, commits, in favour of a foreign nation and in prejudice of another foreign nation any of the acts defined in the Chapter 2(1), shall be guilty of a crime, called espionage in prejudice of a foreign nation, and liable to the punishment of suspension of civil rights for a period fixed by the court.

 

3. Contempt of a Foreign Ruler

A person who, being a citizen of the State or being lawfully present in the State, says, writes, prints, utters or publishes any words to bring a head of a foreign nation (other than an enemy foreign nation) into contempt shall be guilty of a crime, called contempt of a foreign ruler, and liable to the punishment of banishment for a period fixed by the court.

 

Chapter 3

Crimes against Different Persons

 

1. Homicide

A person who, unless it is approved by an Act, does any act, or attempts to do any act, to cause the death or destruction of another natural person, shall be guilty of a crime, called homicide, and liable to the punishment of permanent expulsion from the territory of the State.

 

2. Using Another's Name

A person who, without the consent of another person, uses the name of such person, shall be guilty of a crime, called using another’s name, and liable to the punishment of banishment from the territory of the State for a period fixed by the court.

 

3. Using False Identity

A person who, in order to cause a mistake of another person, uses a name, or declares to have a character, that is not his own, shall be guilty of a crime, called using false identity, and liable to the punishment of banishment from the territory of the State for a period fixed by the court.

 

4. Theft

A person who takes into his possession any thing of any kind, including money, that belongs to another person, unless such an act is made in execution of a law or a contract, shall be guilty of a crime, called theft, and liable to the punishment of banishment from the territory of the State for a period fixed by the court.

 

5. Fraud

A person who commits the act defined in the precedent section in taking a thing that is entrusted to him by another person shall be guilty of a crime, called fraud, and liable to the punishment of banishment from the territory of the State for a period fixed by the court.

 

Chapter 4

Conspiracy

 

If two or more persons agree to commit any crime defined in this Act, but the intended crime shall not be committed, each of these persons shall be guilty of a crime, called conspiracy, and liable to the same punishment that is prescribed by this Act for the crime they have agreed to commit.

 

Chapter 5

Final provisions

 

1. On the definition of “foreign”

For the purposes of this Act, the term “foreign” is included to mean anything to do with Stormark or autonomous countries of Stormark.

 

2. Citation

This act may be cited as the “Criminal Code Act of 2008”

 

3. Force

This act enters force after receiving Royal Assent from His Royal Majesty’s hand.

To all Royals, Nobles and Knights and to all other persons whatsoever to whom these Presents shall Come, Greetings:

 

LET IT BE KNOWN that We, Camillus by the Grace of God, King of Treisenberg do hereby decree that:

 

I. As fons honorum, we have found it necessary to organize the peerages of the realm. The nobility of the Eternal Realm of Treisenberg shall consist of the following levels, or order of precedence: King, Prince, Duke, Count, Baron, and Lord.

 

II. The Monarch shall be the sole holder of the titles of King.Queen, and his consort shall be "King/Queen Consort of Treisenberg."

 

III. The title of Prince shall be reserved for the members of the Royal Family, or Princes/Princesses of the Blood, and for those who the Monarch shall have determined to have given great service to the Realm, and most importantly, to that of the heir to the Crown of Treisenberg. A Prince/Princess of the Blood shall be referred to as "His/Her Highness," and a Prince/Princess shall be referred to as "His/Her Royal Highness."

 

IV. The title of Duke/Duchess shall be given to those who shall rule one of the duchies of the Realm. A Duke/Duchess shall be referred to as "His/Her Grace."

 

V. The title of Count/Countess shall be given to those who shall rule one of the counties of the Realm. A Count/Countess shall be referred to as "His/Her Lordship."

 

VI. The title of Baron/Baroness shall be given to those who shall rule one of the baronies of the Realm. A Baron/Baroness shall be referred to as "His/Her Lordship."

 

VII. The title of Lord/Lady shall be given to those of lower rank who shall be rewarded by the Monarch for duitiful service to the Crown. A Lord/Lady shall be referred to as "His/Her Lordship."

 

VIII. This Royal Decree shall come into force immediatly.This is Our Will, and Our Will is Law.

To all Royals, Nobles and Knights and to all other persons whatsoever to whom these Presents shall Come, Greetings:

 

LET IT BE KNOWN that We, Camillus by the Grace of God, King of Treisenberg do hereby decree that:

 

I. For the purpose of efficiency and posterity, we organize the Eternal Realm of Treisenberg as in the following manner.

 

II. We create the title of Duke of Gettinsberg with his vassals being the Count of Mistellbach, Count of Koblenz, and Count of Eching.

 

III. We create the title of Duke of Enhalt, with his vassals being the Count of Bautzen, Count of Wulfenstein, Count of Northeim, Count of Aurich, and Baron of Kassel.

 

IV. We create the title of Duke of Rossheim, with his vassal being the Count of Ostentadt.

 

V. We create the title of Duke of Gromburg, with his vassal being the Baron of Belgrav.

 

VI. We create the title of Duke of Treisen, with his vassals being the Count of Gera, Count of Epithranoi, and Lord of Munster. The titles Duke of Treisen and Count of Epithranoi shall be reserved soley for the Monarch of Treisenberg, the title of Count of Gera reserved for the consort of the Monarch, and the title Lord of Munster reserved for the Lord President of the Royal Council of State.

 

VII. We create the title of Prince of Vaduz, which shall be reserved for the Crown Prince of Treisenberg.

 

VIII. Each title shall carry with it the governorship of the land surrounding it, as defined by the official map of Treisenberg. The Monarch, however, shall remain supreme ruler of the Realm, and all its subdivisions, with all final decisions and judgements left to him.

 

IX. All titles shall be for life, or at the pleasure of the Monarch, and shall eminate from the Monarch as fons honorum.

 

X. In all instances, wherein this document makes reference to the masculine pronoun, shall not exclude, the feminine gender, and shall be construed as implying inclusiveness.

 

XI. The title of the King shall now be: "His Royal Majesty, the King of the Eternal Realm of Treisenberg, Duke of Treisen, Earl of Leirvik, Count of Epithranoi, Lord of the Inner Sea and the Outer Islands, Keeper of the War Helmet of Thyra, and Defender of the Faith."

 

XI. This Royal Decree shall come into force immediatly.This is Our Will, and Our Will is Law.

We do appoint give and grant unto her the said name state, degree, style, dignity, title and honor of Countess of Gera and by these Presents do dignify, invest and ennoble her by girding him with a sword and putting a cap of honor and a coronet of gold on her head to have and to hold the said name state, degree, style, dignity, title and honor.

 

Willing and by these Presents that she may enjoy and use all the rights, privileges, pre-eminences, immunities and advantages to the degree of a Countess duly and of right belonging which Counts of Treisenberg have heretofore used and enjoyed or as they do at present use and enjoy.

 

Given at Our Court at Treisen Palace in Treisen under Our Hand and the Great Seal of the Eternal Realm of Treisenberg on the Twelfth Day of June in the Sixth Year of the Second Viking Age.

Royal Decree #11

 

To all Royals, Nobles and Knights and to all other persons whatsoever to whom these Presents shall Come, Greetings:

 

LET IT BE KNOWN that We, Camillus, by the God, King of Treisenberg, to hereby grant eternal protection to the Church of Stormark, and further declare that the Apostolic Palace, and Cathedral adjoining, shall be entrusted to the ownership of the Pope and Supreme Pontiff of the Church of Stormark. We do declare the official residence of the Monarch of Treisenberg to be Treisen Palace.

 

We further decree that the members of the Church of Stormark may possess honorary citizenship of the Eternal Realm of Treisenberg, and shall be subject to the laws of Treisenberg.

 

We do further declare that Lady Heidi Holgersdottir is relieved of her services as Lady President of the Council, in light of her new position and responsibilites in the Church. We thank Lady Heidi, and grant her the title of Baroness of Kassel for her services.

RECOGNIZING the perils of leaving open succession in a constitutional monarchy;

 

CONCERNED with the future of the Eternal Realm of Treisenberg, the welfare of her people, and the livelihood of the state;

 

DECREE that the most noble and dutiful Lady Astrid of Valois is proclaimed our successor and Crown Princess of Treisenberg.

LET IT BE KNOWN that We, Camillus by the Grace of God, King of Treisenberg, do hereby decree the following:

 

I. We do hereby abdicate the throne of Treisenberg in favor of our heiress and Crown Princess Astrid;

 

II. We shall hereby return to our humble name of Galinn Karisson

 

III. We confirm and maintain our marriage to Her Imperial and Royal Highness, Crown Princess Aoife;

 

IV. We do retain our Stormarkian title of Earl of Leirvik.
