UNTO THE MOST HONOURABLE JARLS OF THE MAGISTRATES' TRIBUNAL OF THE COURT OF THE REALM

An Ex Parte Petition for Decree of Governance Exemption

His Imperial and Royal Majesty Harald Freyjugjöf the Generous Giver, Sacred Consort of the Most Gracious and Most Generous Ladies Divine Frigga, Freyja and Idunn, by Conquest, Popular Acclamation and the Indulgence of the said Fulltrui and Sacred Queens, High King of Stormark, Sovereign Lord on All Continents, Sovereign Ruler of all the Lands Whatsoever Where Man Can Smell the Scent of Saline Waters or Hear the Sound of Crashing Waves, etc. etc.

Petitioner.

PETITIONER SHEWETH:-

1. That on the Eleventh Day of the Month Bilskirnir in the Eighteenth Year of the Second Viking Age in the Second Epoch of His High Realm, Petitioner institued a Regency in order to spend an extensive period of time in Vanaheim to enjoy the lustrous and loving company of His Fulltrui, Sacred Queens and Lady Wives Divine - the Goddesses Frigga, Freyja and Idunn.

2. That Petitioner highly commends the present Imperial Regent concerning the examplary and impeccable that Her Imperial and Royal Highness conducts the government of the Lands of the Longships Throne ever since she was called to the Regency aforesaid.

3. That the Instrument of Regency of 11 Bilskirnir 18  aforesaid contains a provision which prohibits the Imperial Regent of the Twenty-Six Jarldoms from performing any act of government that cannot be unilaterally undone through the Process of Our Imperial Assent or Approval subsequent a simple vote of Our Imperial Conference at the Vanadísarhall or the Most Honourable Jarls of the High Realm in the Althing assembled.

4. That supercalifragilisticexpialidociously recently a ‎Treaty called the Treaty of the Northern Hereditary Lands was concluded between the High Realm of Stormark, the Storish Protectorate which is known as the Kingdom of Ravaria, the United Kingdom of Arcadia, the Beneluccas and the land of the Calbain, and the Frankish Empire. There presently is a Bill on the Floor of the Althing which is styled the Treaty of the Northern Hereditary Lands (Ratification) Bill. 

5. That since the Treaty of the Northern Hereditary Lands may only be amended, revoked or replaced with the mutual consent of the all High Contracting Parties involved the Imperial Regent is, as a consequence of the aforementioned provision in the Instrument of Regency of 11 Bilskirnir 18,  prohibited from granting the Imperial  Assent to the Treaty of the Northern Hereditary Lands (Ratification) Bill should it please the Althingi Jarls to pass the Bill aforesaid. 

6. That the Treaty of the Northern Hereditary Lands is unequivocally supported by Petitioner and is of such import that Petitioner for a short while has returned from Vanaheim to see to it that it shall be possible for the Treaty aforesaid to become Law.

7. That in the event that the Treaty of the Northern Hereditary Lands ‎is passed by the Most Honourable Jarls in the Althing assembled Petitioner could naturally, as Sovereign Lord of the Lands of the Longships Throne, end the present Regency himself, then grant the Imperial Assent to the Treaty of the Northern Hereditary Lands (Ratification) Bill, and subsequently institute a new Regency. However, Petitioner is of the mind that such action would be somewhat revolving door-esque and would make a mockery of the concept of Regency. 

8. That Petitioner hereby waives his right to appoint a Magistrate ad hoc.

MAY IT THEREFORE please Your Most Honourable Jarlships to:- 

1. Issue a Court Decree to, on behalf of His Imperial and Royal Majesty the High King, suspend Article Þrjár of the Instrument of Regency of 11 Bilskirnir 18.

2. Declare that Article Þrjár of Instrument of Regency of 11 Bilskirnir 18 shall remain suspended until such time Petitioner subsmits a fresh petition to the Court to reinstate the aforesaid Article Þrjár.

The Court has noted the Ex Parte Petition for Decree of Governance Exemption submitted to these Law Chambers by the High King and through this Order renders its decision regarding that Petition as follows:

Firstly, that the Court hereby accepts the Petition by the High King.

Secondly, that the Court hereby acknowdges the waiver by Petitioner regarding his appointment of a Chief Magistrate ad hoc.

Thirdly, that a decision concerning the matter regarding the Petitioner's request for the issuance of a Decree of Governance Exemption shall be rendered within seven Asgard Calendar days.

Fourthly, that this case may be cited as Ex Parte Yfirkonungur Valaheim 19.

 

So ordered.
