Lady Law Speaker, Honourable Jarls,

In the name of the Three Ladies Divine, Frigga, Freyja and Idunn, Fulltrui and Sacred Queens of the Good Lands of Valtia Reborn, from Whom all Authority in the Lands of the Longships Throne is derived, Her High Holiness the Yfirstormarksgythia and High Priestess of the Thingeyri Temple, Sigrdrífa the Priestess of the House of Vanadís, Ærkejarla of Thingeyri and the Idunn Isles, does hereby submit this Bill to the Most Honourable Jarls in this present Althing assembled for their consideration as law:
 

A Bill

 

Most Gracious Sovereign Lord and Ruler of all the Lands Whatsoever Where Man Can Smell the Scent of Saline Waters or Hear the Sound of Crashing Waves,

WHEREAS it recently has become a concern widely felt in the Lands of the Longships Throne that at present the armed force founded in the year 1623 Anno Nortone by the decree of the Steward of the Elwynnese Union, His Imperial and Royal Highness the Storjarl Hallbjörn Haraldsson of Tronderike, during the Period of Stewardship for his then minor son the Storjarl Thorstein Noah Hallbjörns- og Esthersson of Thule - first Prince and later King of Elwynn - known as the Fleur de Lys-Longships Guard has want for a stable and secure home base;

AND WHEREAS we, Your Imperial and Royal Majesty's Most Faithful Jarls in the Althing assembled, have most solemnly endeavoured to exercise our Supreme Legislative Authority to, for the benefit of the Fleur de Lys-Longships Guard as well as the House of Orchids, address the issue of providing the Fleurinots and Fleurinettes with a stable and secure home base by making statutory provision for the paramount, salient and weighty legacy matter aforesaid;

NOW, THEREFORE, we, Your Imperial and Royal Majesty’s most dutiful and loyal Patricians, the Most Honourable Jarls of the High Realm in the Althing assembled, have freely and voluntarily resolved to create and establish this Statute concerning the Fleur de Lys-Longships Guard by this Act of ours and through the provisions of the Act aforesaid make provision concerning the Duties, Responsibilities, Functions, Powers, Rights, Prerogatives, Immunities and Advantages of the Fleur de Lys-Longships Guard in the Twenty-Six Jarldoms and its Bilander and the traditions, customs and governance of the armed force aforesaid as well as several matters ancillary to the aforesaid, and we do most humbly beseech Your Imperial Valtian Viking Majesty that You may be graciously pleased to assent to and confirm as Law the following decision of Your Most Faithful Althingi Jarls:
 

AN ACT TO MAKE PROVISION CONCERNING THE SERVICE OF THE FLEUR DE LYS-LONGSHIPS GUARD IN THE LANDS OF THE LONGSHIPS THRONE AND ITS BILANDER IN GENERAL AS WELL AS ITS SERVICE IN THE STORISH PROTECTORATE CALLED THE KINGDOM OF RAVARIA AND THE STORISH BILANDER WHICH ARE KNOWN AS THE KINGDOM OF EESDEHEITO, THE DUCHY OF THE JYLEYJAR, THE KHAGANATE OF LONTINIEN AND THE DUCHY OF NORSMANDY IN PARTICULAR.

Article 1: Fleur de Lys-Longships Guard and the Monarchs of Ravaria, Lontinien, Eesdeheito, Jyleyjar and Norsmandy

The armed force founded in the year 1623 Anno Nortone by the decree of the Steward of the Elwynnese Union, His Imperial and Royal Highness the Storjarl Hallbjörn Haraldsson of Tronderike, during the Period of Stewardship for his then minor son the Storjarl Thorstein Noah Hallbjörns- og Esthersson of Thule - first Prince and later King of Elwynn - known as the Fleur de Lys-Longships Guard shall upon the coming into operation of this Act become and be a force for the protection and glory of the Queen of the Storish Protectorate called the Kingdom of Ravaria as well as the Head of State of the Storish Bilander known as the Kingdom of Eesdeheito, the Duchy of the Jyleyjar, the Khaganate of Lontinien and the Duchy of Norsmandy.  
 

Article 2: Further Duties, Responsibilities and Functions

(a.) Aside from the noble and exalted function mentioned in the preceding Article, the Fleur de Lys-Longships Guard shall be responsible for the policing as well as the common defense of the Storish Protectorate called the Kingdom of Ravaria and the Storish Bilander known as the Kingdom of Eesdeheito, the Duchy of the Jyleyjar, the Khaganate of Lontinien and the Duchy of Norsmandy (hereafter in this Act to be referred to as "the Territories").

(b.) In recognition of its origins in the Land of the Misty Cloud, the Fleur de Lys-Longships Guard shall within the boundaries of the Lands of the Longships Throne and its Bilander also be responsible for providing protection to the members of the House of Orchids as well as guarding their dwellings, residences and abodes. Likewise may  the Fleur de Lys-Longships Guard perform and take part in ceremonies and functions for the glory of the aforesaid Royals of the Flower of the North.

(c.) The Fleur de Lys-Longships Guard shall, subject this Act and other Althingi Law, have such other duties, responsibilities and functions as may be imposed upon it by Althingi Law or Territory Law. Likewise shall the armed force aforesaid carry out such other tasks as its Commander-in-Chief may see fit to direct the Fleur de Lys-Longships Guard to.
 

Article 3: Powers, Rights, Prerogatives, Immunities and Advantages

(a.) In the discharge of its policing duties in the Territories, the Fleur de Lys-Longships Guard shall have the same powers, rights, prerogatives, immunities and advantages of the Imperial Customs and Border Police, the Imperial Constabulary of Gularike and the Imperial Coast Guard. Likewise shall the Fleur de Lys-Longships Guard in the discharge of its common defense duties have the same powers, rights, prerogatives, immunities and advantages of the Imperial Storish Military.

(b.) In the exercise of the noble and exalted function of providing for the protection and glory of the Monarch of a Territory, the Fleur de Lys-Longships Guard shall have the same powers, rights, prerogatives, immunities and advantages of the Imperial Thingalid. The same shall apply to the Fleur de Lys-Longships Guard when performing the duties, responsibilities and functions imposed upon the armed force aforesaid by Article 2(b.) of this Act.
 

Article 4: Organization

The Fleur de Lys-Longships Guard shall consist of such units and other elements as shall be organized from time to time by or under the authority of the High King in the High Council of the Realm. A unit or other element organized under this Article shall from time to time be embodied in such component of the Fleur de Lys-Longships Guard as may be determined by or under the authority of the High King in the High Council of the Realm. In accordance 
 

Article 5: Commandership-in-Chief

The Monarch of a Territory shall be the Commander-in-Chief of the forces of the Fleur de Lys-Longships Guard in zir Territory. Subject to this Act, the armed forces aforesaid shall be held in strict subordination to the Territory's Monarch and owe Zie absolute obedience. In the discharge of their duties, responsibilities and functions concerning the House of Orchids in the Twenty-Six Jarldoms, the Territories and the other Bilander imposed by this Act, the Fleur de Lys-Longships Guard shall follow the directions which may be issued to them by the High King in the Imperial Conference at the Vanadísarhall.


Article 6: Powers of Command

Subject to the provisions of this Act, the supreme military command of, and all executive and administrative powers in relation to, the Fleur de Lys-Longships Guard, including the power to delegate command and authority, shall be exercisable by the High King and, subject to such exceptions and limitations as the High King in the High Council of the Realm may from time to time by Order determine.
 

Article 7: Ranks

The various ranks of the Fleur de Lys-Longships Guard shall continue to be chiefly derived from the ancient and rich knightly tradition of the Storish Jarldom which is known as the Duchy of Normandie.

 

Article 8: Staff Recruitment and Official Language

(a.) Subject to present-day circumstances the personnel of the Fleur de Lys-Longships Guard, both civil and (para-)military, shall continue to be predominantly recruited from those who would be eligible for service in or to the Storish Guard in Alexandria and the Alexandrian Guard in Stormark.

(b.) In accordance with tradition and custom shall Norman Walsch - the dialect which is spoken in the Storish Jarldom which is known as the Duchy of Normandie - continue to be the official language of the Fleur de Lys-Longships Guard.
 

Article 9: Matron and Motto

The White Orchid Lady shall continue the Matron of the  Fleur de Lys-Longships Guard. Likewise shall  "Fjǫrleif Forever" continue to be the motto of the aforementioned armed force.
 

Article 10: Commemoration of the Lady Esther's Death

As a grave reminder of its first and foremost duty, the Fleur de Lys-Longships Guard shall each Norton year solemnly observe, with due pomp and circumstance, the day of the death of The Lady Esther Maryam Amirdokhtar of the Houses of Ayreon-Kalirion and of the Descendants of Freyja.
 

Article 11Appropriations

Sums may be appropriated annually, out of any money in the State Treasury, to Territories to assist them with meeting the requirements of this Act or any regulations made under the same by or under the authority of the High King in the High Council of the Realm, for the maintenance and support of the Fleur de Lys-Longships Guard forces stationed within their borders, including but not limited to, the issue of arms, ordnance stores, quartermaster stores, camp equipage, and other military supplies, and for the payment of wages and other expenses authorized by law.

 

Article 12: Power of High King in the High Council of the Realm to Make Rules and Regulations

The High King in the High Council of the Realm may make all the rules and regulations He may deem necessary or expedient for the organization, rank structure, training, discipline, efficiency, administration and good government of the Fleur de Lys-Longships Guard and generally for carrying the purposes and provisions of this Act into effect.


Article 13: Short Title and Commencement

This Act may be cited as the Fleur de Lys-Longships Guard Act of Year 18 and shall come into operation immediatly after it has received the Imperial Assent.

All of me is in agreement with the evocation of Unanimous Consent and this Bill will pass in 12 hours unless one of you who belongs to the body of the Most Honourable Jarls in the Althing assembled shall express zir objection against the Bill aforesaid by casting zir vote against it during the aforesaid allotted voting time.
