Act of the Althing

AN ACT TO MAKE PROVISION CONCERNING THE PROTECTION OF THE LAWFULLY BEGOTTEN PROPERTIES, INTERESTS, LANDS, CHATTELS, ASSETS, LEGACIES, RIGHTS AND PRIVILEGES OF THE LORD VIDAR SALIM LIVARSON AYREON-KALIRION IBN AL-MAJEED AL-OSMAN BIN SATHRATI OF WAFFEL-PAINE, SOVEREIGN LORD OF THE LANDS OF GOLDEN MANGO THRONE, JARL OF THE LONGSHIPS ISLANDS, IN THE HIGH REALM OF STORMARK; AND TO MAKE PROVISION FOR MATTERS CONNECTED TO THE AFORESAID. 

Most Gracious Sovereign Lord and Ruler of all the Lands Whatsoever Where Man Can Smell the Scent of Saline Waters or Hear the Sound of Crashing Waves, 

WHEREAS it recently has become a concern widely felt in the Lands of the Longships Throne that at present there is nobody to look after the lawfully begotten properties, incomes, royalties, interests, lands, chattels, assets, legacies, rights and privileges of His Imperial-Born Highness the Lord Vidar Salim Livarson Ayreon-Kalirion ibn al-Majeed al-Osman bin Sathrati of Waffel-Paine, Sovereign Lord of the Lands of Golden Mango Throne, Jarl of the Longships Islands, during the formers absence from the Twenty-Six Jarldoms; 

AND WHEREAS we, Your Imperial and Royal Majesty's Most Faithful Jarls in the Althing assembled, have most solemnly endeavoured to exercise our Supreme Legislative Authority to, for the benefit of His Imperial-Born Highness the Lord Vidar Salim Livarson Ayreon-Kalirion ibn al-Majeed al-Osman bin Sathrati of Waffel-Paine, address the issues concerning the Lord Ayreons Estate in the High Realm by making statutory provision for that paramount, salient and weighty legal and societal matter aforesaid; 

NOW, THEREFORE, we, Your Imperial and Royal Majesty's most dutiful and loyal Patricians, the Most Honourable Jarls of the High Realm in the Althing assembled, have freely and voluntarily resolved to create and establish this Statute concerning the protection of the properties, incomes, royalties, interests, lands, chattels, assets, legacies, rights and privileges of His Imperial-Born Highness the Lord Vidar Salim Livarson Ayreon-Kalirion ibn al-Majeed al-Osman bin Sathrati of Waffel-Paine in the Lands of the Longships Throne and through the provisions of the Act aforesaid make provision concerning the appointment of a Förmyndare as well as several matters ancillary to aforesaid, and we do most humbly beseech Your Imperial Valtian Viking Majesty that You may be graciously pleased to assent to and confirm as Law the following decision of Your Most Faithful Althingi Jarls: 

Article 1: Ayreons Förmyndare 

To protect the lawfully begotten properties, incomes, royalties, interests, lands, chattels, assets, legacies, rights and privileges of His Imperial-Born Highness the Lord Vidar Salim Livarson Ayreon-Kalirion ibn al-Majeed al-Osman bin Sathrati of Waffel-Paine, Sovereign Lord of the Lands of Golden Mango Throne, Jarl of the Longships Islands, (hereafter "the Lord Ayreon"), until he is free, willing and able to take charge of the aforesaid fabled bounty was was left to him by the Last Will and Testament of his late Lady Grandmother Her Imperial Magnificence and Radiant Majesty the Lady Noor as-Salaam bint Daniyal Umra Suleiman Ayreon-Kalirion ibn al-Majeed al-Osman bin Sathrati af Ettlingum Freyu Umm Zahir al-Din of Waffel-Paine, Kaiseress of Shireroth, Imperial Chieftainess of the Longships Islands, Storjarla of Stormark, Emira of Sathrati, Jarla of the Longships Islands - of Glorious and Beloved Memory - (hereafter "the Kaiseress Noor"), the Most Honourable Jarls in the Althing assembled hereby declare the Lord Ayreon to be a Stormarks Riges Myndling and appoint Her Imperial and Royal Highness Esther Fatima Gudrid Ayreon-Kalirion ibn al-Majeed bin Sathrati af Ettlingum Freyu of Waffel-Paine,‎‎ Imperial Chieftainess of Normandie, Arvjarla of the Twenty-Six Jarldoms, Storjarla of Stormark, Lady Imperial on all Continents, Earla of Anglia, Princess of Elwynn, Llængjarla of Elwynn, Earla of Nådens Havn, Princess of Uppland, Countess of Northshire, Countess of Arietta, Countess of the Lady Esther Isles, Lady of the Holy Lakes, Scion of St. Harald, Scion of the King of the Kings (hereafter "the Storjarla Esther") the Förmyndare of the Lord Ayreon. 

Article 2: Cessation of the Lord Ayreon's Myndlingskap 

For greater legal certainty, is it hereby decreed by the Most Honourable Jarls in the Althing assembled the Lord Ayreon’s Myndlingskap shall end upon him notifying the High King by Instrument of Assumption signed by his own hand that he is free, willing and able to take charge of his Storish patrimony. 

Article 3: Förmyndare's Principles 

In all matters which may arise in connection with the administration or application or execution of this Act, the best interests of the Lord Ayreon shall be the first and paramount consideration of the Storjarla Esther in order to deliver the Lord Ayreon’s patrimony unto him fully intact or expanded. 

Article 4: Althingi Requirement Regarding Förmyndare 

Although the Lands of the Longships Throne is blessed to be blissfully devoid of the likes of the traitorous and perfidious who shafted the Lord Ayreon on the soil he was born, the Storjarla Esther is nevertheless hereby explicitly charged and required by the Althingi Jarls to guard like a tigress over the fabled bounty that was left to the Lord Ayreon by the Kaiseress Noor and protect the aforesaid with all her heart and might.  

Article 5: Förmyndare's Powers  

In the discharge of her duties under this Act the Storjarla Esther shall have, in addition to the powers of a Förmyndare, the powers of a Notary as well as those of an Investigative Magistrate. Her Imperial and Royal Highness may take all the lawful measures that she may deem necessary or expedient to carry out the duties conferred upon her by this Act. 

Article 6: Staff of Ayreons Förmyndare 

The Storjarla Esther shall appoint such staff to her as she considers necessary for assisting her in the discharge of her duties under this Act. The aforesaid staff shall be appointed at such remuneration and on such other terms and conditions as Her Imperial and Royal Highness may determine.

 Article 7: Resources for Ayreons Förmyndare 

(a) The Storjarla Esther shall, out of monies provided by the Most Honourable Jarls in the Althing assembled, be provided with sufficient resources to carry out her functions. She shall for the financial year known as the Seventeenth Year of the Second Viking Age and each subsequent financial year prepare an estimate of the use of the aforesaid resources and lay it before the Most Honourable Jarls in the Althing assembled. 

(b) Her Imperial and Royal Highness may make a special report to the Althingi Jarls in the event that amounts provided for her office in the estimates submitted to the Most Honourable Jarls in the Althing assembled are, in her opinion, inadequate to enable her to fulfil the responsibilities of her Förmyndareskap. 

Article 8: High King May Delegate Jarlial Powers to Förmyndare 

The High King may by Instrument under His Hand and the Great Seal of the High Realm delegate His powers, or any part thereof, as Jarl-at-Large in respect of the Jarldom of the Longships Islands to the Storjarla Esther. Such Instrument shall be revocable by His Imperial and Royal Majesty at any time. 

Article 9: Valuation of Myndling's Patrimony 

As soon as may be after the coming into operation of this Act shall the Storjarla Esther, with all due haste, endeavour to identify all the lawfully begotten properties, incomes, royalties, interests, lands, chattels, assets, legacies, rights and privileges of the Lord Ayreon, and establish the value of the aforesaid patrimony.

Article 10: Annual Reports 

The Storjarla Esther shall send an annual report to the State Comptroller and Auditor General of the Lands of the Longships Throne containing such particulars concerning the Lord Ayreon's patrimony as may be required by regulations issued by the High King in the Imperial Conference at the Vanadísarhall. Likewise shall the High Council of the Realm be furnished with a copy of the aforesaid report by Her Imperial and Royal Highness. 

Article 11: Power to Make Rules and Regulations 

The High King in the High Council of the Realm may make all the rules and regulations He may deem necessary or expedient to carry the purposes and provisions of this Act into effect.

 Article 12: Short Title 

This Act may be cited as the Ayreons Förmyndare Act of Year 17. 

Article 13: Commencement 

This Act shall come into operation immediately after it has received the Imperial Assent.

In consequence of Us looking with favour upon the decision of the Althing of that Day of the Ladies Divine Frigga, Freyja and Idunn, Fulltrui and Sacred Queens of Stormark since Time Immemorial, which is known to Us, Our Well-Beloved Royals, Nobles, Knights and Thegns, and all Our other Well-Beloved Patricians and Citizens whatsoever as the Twenty-Sixth Day of the Month Noatun in the Seventeenth Year of the Second Viking Age in the Second Epoch of Our High Realm that the Law Speaker of the said Althing has most graciously laid before Us, We have assented to and confirmed, as We hereby do assent to and do confirm the same as Law under Our Hand and the Great Seal of Our High Realm.

Given at the Court of the Three Ladies Divine, since time immemorial situated at the Vanadísarhall on the holy island in the sacred river Fulltrui Flow known as Hnossa Isle which is seated within the bounds of the Imperial City of Haraldsborg in Our Jarldom of Gularike, on this Day of the Ladies Divine Frigga, Freyja and Idunn, Fulltrui and Sacred Queens of Stormark since Time Immemorial, the Twenty-Sixth Day of the Month Noatun in the Seventeenth Year of the Second Viking Age in the Second Epoch of Our High Realm.
