AN ACT TO RATIFY THE TREATY OF FRIENDSHIP AND COOPERATION BETWEEN THE FREE ASSOCIATIVE KINGDOM OF CONSTANCIA AND THE HIGH REALM OF STORMARK.

Article 1. Ratification of the Treaty with Constancia

The Treaty of Friendship and Cooperation between the Free Associative Kingdom of Constancia and the High Realm of Stormark in the Schedule to this Act is hereby ratified by the Most Honourable Jarls in the Althing assembled.

Article 2. Power to Make Rules and Regulations

From the instance that the Treaty of Friendship and Cooperation between the Free Associative Kingdom of Constancia and the High Realm of Stormark comes into force, the High King in the High Council of the Realm may make all the rules and regulations He may deem necessary or expedient to carry the purposes and provisions of the aforesaid Treaty into effect.

Article 3. Short Title

This Act may be cited as the Treaty with Constancia (Ratification) Act of Year 16.

Article 4. Commencement

This Act shall come into operation immediately after it has received the Imperial Assent.

TREATY OF FRIENDSHIP AND COOPERATION

BETWEEN

THE FREE ASSOCIATIVE KINGDOM OF CONSTANCIA

AND

THE HIGH REALM OF STORMARK

Their Majesties the Basileus and Basileusa of the Free Associative Kingdom of Constancia and His Imperial and Royal Majesty the High King of Stormark, desirous of cementing the joyous state of relations which has existed between their two countries upon principles of perfect reciprocity, peace, friendship and good understanding between them for many years, have therefore moved to conclude the present Treaty and have appointed as their plenipotentiaries, for Their Majesties the Basileus and Basileusa of the Free Associative Kingdom of Constancia, Her Majesty Basileusa Cleo of Constancia, and for His Imperial and Royal Majesty the High King of Stormark, Her High Holiness Lady Sigrdrífa the Priestess of the House of Vanadís, Ærkejarla of Thingeyri and the Idunn Isles, Ærkejarla of Thingeyri and the Idunn Isles, Lady Warden to the Outland of the High Realm of Stormark, who, having extended to each other their powers and credentials, have agreed to the following articles of agreement:

ARTICLE THE FIRST

There shall be a firm and perpetual state of peace, friendship and good-neighbourly relations between on one part, Their Majesties The Basileus and Basileusa of Constancia and, on the other part, His Imperial Viking Majesty, between Their Majesties' respective Heirs and Successors, and between the Free Associative Kingdom of Constancia and the High Realm of Stormark, and between their Patricians, Citizens and Subjects, without discrimination.

ARTICLE THE SECOND

Each High Contracting Party shall respect the independence, sovereignty and territorial integrity of the other party. The High Contracting Parties shall continue to develop and consolidate the relations of sincere friendship, good neighbourliness and comprehensive cooperation existing between them on the basis of the aforesaid principles as well as those of equality and mutual benefit.

ARTICLE THE THIRD

The High Contracting Parties will maintain regular contacts with each other on major international problems affecting the interests of both of their countries and governments by means of meetings, and exchanges of views between their leading statesmen, visits by official delegations and special envoys of the governments, and through diplomatic channels. Their relationship will be governed by the provisions of the Vienna Convention on Diplomatic Relations, as they can be interpreted to the micronational setting.

ARTICLE THE FOURTH

Attaching great importance to economic, scientific and technological cooperation between them, the High Contracting Parties will continue to consolidate and expand mutually advantageous and comprehensive cooperation in these fields as well as expand trade, transport and communications between them on the basis of the principles of equality, mutual benefit and most-favoured nation treatment, subject to executive agreements between the governments of the Free Associative Kingdom of Constancia and of the High Realm of Stormark.

ARTICLE THE FIFTH

The High Contracting Parties agree that no systems of burdensome tariffs, taxes, searches, or regulations shall be applied to goods or services produced or bought in one State and exported or sold in the other State, provided always that internal laws regarding prohibition of certain goods or products shall not affected by this treaty and the States retain the right to refuse banned goods and products.

Each High Contracting Party's merchant navy shall have free access through the waters leading to, as well as around, the territorial holdings of both High Contracting Parties.

ARTICLE THE SIXTH

The High Contracting Parties shall promote further development of ties and contacts between them in the fields of science, art, literature, education and public health.

ARTICLE THE SEVENTH

In accordance with the traditional friendship established between the two countries, each of the High Contracting Parties solemnly declares that it shall not enter into or participate in any military alliance directed against the other Party.

Each High Contracting Party undertakes to abstain from any aggression against the other Party and to prevent the use of its territory for the commission of any act which might inflict military damage on the other High Contracting Party.

ARTICLE THE EIGHTH

Each High Contracting Party undertakes to abstain from providing any assistance to any third country that engages in armed conflict with the other Party. In the event of either being subjected to an attack or a threat thereof, the High Contracting Parties shall immediately enter into mutual consultations in order to remove such threat and to take appropriate effective measures to ensure peace and the security of their countries.

ARTICLE THE NINTH

Each High Contracting Party solemnly declares that it shall not enter into any obligation, secret or public, with one or more States, which is incompatible with this Treaty. Each High Contracting Party further declares that no obligation be entered into, between itself and any other State or States, which might cause military damage to the other Party.

ARTICLE THE TENTH

Each High Contracting Party gives to the other full faith and credit to all public acts, records, contracts and judicial proceedings in the field of civil law, including records and documents on marriage, property, titles, death and inheritance, in as much as any act, record, document, contract, proceeding is done according to the law. Executive agreement between the governments of the Free Associative Kingdom of Constancia and of the High Realm of Stormark may provide for the manner that any act, record, document, contract or proceeding from one contracting party may be validated in the other.

ARTICLE THE ELEVENTH

Any difference of interpretation of any Article or Articles of this Treaty which may arise between the High Contracting Parties will be settled bilaterally by peaceful means in a spirit of mutual respect and understanding.

ARTICLE THE TWELFTH

The High Contracting Parties shall ratify this Treaty at their earliest convenience. The Treaty shall enter into force upon the exchange of ratifications which shall take place at the Palace of Vey.

The said Plenipotentiaries have signed the present Treaty, indicating their aceeptance of the Articles of the same.

Done at Vey on 9 May 2017, corresponding to 20 Thrymheim 16.

In consequence of Us looking with favour upon the decision of the Althing of that Day of the Lord Thor, which is known to Us, Our Well-Beloved Royals, Nobles, Knights and Thegns, and all Our other Well-Beloved Patricians and Citizens whatsoever as the Twenty-Second Day of the Month Thrymheim in the Sixteenth Year of the Second Viking Age in the Second Epoch of Our High Realm that the Law Speaker of the said Althing has most graciously laid before Us, We have assented to and confirmed, as We hereby do assent to and do confirm the same as Law under Our Hand and the Great Seal of Our High Realm.


So be it!!

 

Given at the Court of the Three Ladies Divine, since time immemorial situated at the Vanadísarhall on the holy island in the sacred river Fulltrui Flow known as Hnossa Isle which is seated within the bounds of the Imperial City of Haraldsborg in Our Jarldom of Gularike, on this Day of the Lord Thor, the Twenty-Second Day of the Month Thrymheim in the Sixteenth Year of the Second Viking Age in the Second Epoch of Our High Realm.
