Act of the Althing

AN ACT TO MAKE PROVISION CONCERNING THE INSTRUMENTS BY WHICH POWERS GRANTED BY OR UNDER ALTHINGI LAW TO SINGULAR MEMBERS OF THE IMPERIAL CONFERENCE AT THE VANADÍSARHALL TO MAKE ORDERS, RULES, REGULATIONS, POLICIES, OTHER SUBORDINATE LEGISLATION, AND APPOINTMENTS SHALL BE EXERCISED BY THE AFORESAID MEMBERS OF THE HIGH COUNCIL OF THE REALM.

 

Article 1. Yfirforstöðumaðurs Förordningar

From the instance of the coming into operation of this Act, Instruments by the High Justiciar of Stormark containing rules, regulations or policies of a general or permanent character made in the exercise of powers granted by or under Althingi Law shall be issued in the form of Yfirforstöðumaðurs Förordningar. Each Yfirforstöðumaðurs Förordning shall take effect immediately after it has been signed and sealed by the High Justiciar unless the aforesaid Instrument provides otherwise.

Article 2. Forstöðumaðurs Förordningar

From the instance of the coming into operation of this Act, Instruments by any Warden of Council containing rules, regulations or policies of a general or permanent character made in the exercise of powers granted by or under Althingi Law shall be issued in the form of Forstöðumaður Förordningar. Each Forstöðumaðurs Förordning shall take effect immediately after it has been signed, sealed and issued by the respective Warden of Council unless the aforesaid Instrument provides otherwise.

Article 3. Warrants of Appointment

From the instance of the coming into operation of this Act Instruments concerning appointments made by the High Justiciar of Stormark or any Warden of Council in the exercise of powers granted by or under Althingi Law shall be issued in the form of a Warrant of Appointment.

Article 4. Serialization of Certain Instruments

Yfirforstöðumaðurs Förordningar and Forstöðumaðurs Förordningar shall be serialized in the order of the Asgard Calendar year of its promulgation, and denominated in chronological order of its issuance,with separate reckonings for each Hall of Government.

Article 5. Preservation of Instruments

It shall be the responsibility of the High Justiciar of Stormark to ensure that this Act is properly implemented and that Yfirforstöðumaðurs Förordningar, Forstöðumaðurs Förordningar, and Warrants of Appointment are duly preserved. These responsibilities may, by Yfirforstöðumaðurs Förordning, be delegated to a subordinate official in the service of His Imperial and Royal Majesty's Government.

Article 6. General Power to Make Rules and Regulations

The High King in the High Council of the Realm may make all the rules and regulations He may deem necessary or expedient to carry the purposes and provisions of any Althingi Law or Treaty into effect.

Article 8. Short Title and Commencement

This Act may be cited as the Statutory Instruments and General Regulatory Powers Act of Year 14 and shall come into operation immediately after it has received the Imperial Assent.

In consequence of Us looking with favour upon the decision of the Althing of that Day of the Lady Sól, which is known to Us, Our Well-Beloved Royals, Nobles, Knights and Thegns, and all Our other Well-Beloved Patricians and Citizens whatsoever as the Fourth Day of the Month Sessrumnir in Folkvanger in the Fourteenth Year of the Second Viking Age in the Second Epoch of Our High Realm that the Law Speaker of the said Althing has most graciously laid before Us, We have assented to and confirmed, as We hereby do assent to and do confirm the same as Law under Our Hand and the Great Seal of Our High Realm.

Given at the Court of the Three Ladies Divine, since time immemorial situated at the Vanadísarhall on the holy island in the sacred river Fulltrui Flow known as Hnossa Isle which is seated within the bounds of the Imperial City of Haraldsborg in Our Jarldom of Gularike, on this Day of the Lady Sól, the Fourth Day of the Month Sessrumnir in Folkvanger in the Fourteenth Year of the Second Viking Age in the Second Epoch of Our High Realm.
