There is a Queen who weaves in the sky
See how She spins, see Her finger fly

She's been before us from beginning to end
She is our mother, lover and friend

She is the weaver and we are the web
She is the needle and we are thread

Lady Frigg never leaves us on the line
Through Her Love we're always doing fine!

Memorandum of Explanation

Lady Law Speaker, Honourable Jarls,

A High Priestess wishes to convey that the why and wherefore of this Bill is to give back to the High King, now that the High Realm has annexed the most part of the Lake District, certain traditional Hurmu titles which were dropped many moons ago when His political role in Hurmu ceased to exist.

The Bill also adds certain titles which are connected the High King's role as guarantor of important Hurmu and Vanic sites as well as the title of Baron of Froyalan which He received from His Imperial Grandson Lord Jonathan in the latter's capacity of Kaiser of Shireroth.

The Bill also provides for the removal of references in the Imperial Titulary to the Micran Lands and Kharen. The former was a Biland that was disestablished by the Dark Side Control Act of Year of Year 13, the latter is an empty box which was created at the request of a Patrician who has fallen inactive and that does not fit in Stormark's history and culture and is therefore disestablished by this Bill.

Lady Law Speaker

Honourable Jarls

The Applejarla should receive laud and honour for this bill.

I must, however, point a few things out with the title in the bill reading "Baron of Froyalan" in Shirerithian law.

The title is, by Shirerithian law, "Baron Froyalan" (see Imperial Decree 703). There is no "of". Secondly, the title is a personal title to the High King. It is not part of his office, but rather his own person. The succession to the title is defined as follows: "that upon his [His Imperial and Royal Majesty's] death or removal from the title, the title shall succeed to his descendants, with preference to the eldest, with no discrimination on gender or whether born within or outside marriage."

Of course, the Althing has its own sovereign right to give His Imperial and Royal Majesty (and any future sovereigns) the title Baron of Froyalan, but it would in that case not be the Shirerithian title of Baron Froyalan. Should His Imperial and Royal Majesty suffer the tragic fate that he died, then Lady Aoife would by this bill be Baroness of Froyalan and Lady Aesileif would by the Shirerithian decree be Baroness Froyalan.

Lady Law Speaker, Honourable Jarls,

A High Priestess wishes to express her gratitude for the words of appreciation and complimentation by the Frostajarl.

She has also amended the Bill to bring it in accordance with the explanation provided by the aforesaid Althingi Jarl with regard to the provisions of the noble title grant by the Kaiser of Shireroth to his Lord Grandfather.

Lady Law Speaker, Honourable Jarls,

I think that such possibly to-be-granted noble title should be Duke of Froyalan. ;)
