In the name of the Three Ladies Divine, Frigga, Freyja and Idunn, Fulltrui and Sacred Queens of the Good Lands of Valtia Reborn, from Whom all Authority in the Lands of the Longships Throne is derived, Her High Holiness the Yfirstormarksgythia and High Priestess of the Thingeyri Temple, Sigrdrífa the Priestess of the House of Vanadís, Ærkejarla of the Idunn Isles, does hereby submit this Bill to the Most Honourable Jarls in this present Althing assembled for their consideration as law:

 

A Bill

 

 

AN ACT CONCERNING THE AMENDMENT OF THE ACT ON THE PUNISHMENTS FOR CRIME OF YEAR 13 TO ALLOW FOR THE CARRYING OUT OF DEATH SENTENCES BY HEIRS OF ALTHINGI JARLS.

 

Article I.

Article 7 of the Act on the Punishments for Crime of Year 13 shall be amended to read:

 

"Article 7: Execution of Death Penalty

(a) Every death sentence that is to be executed shall be carried out by beheading and an Althingi Jarl who took part in the judicial deliberations which led to the conviction of the condemned individual shall personally swing the blade, using his Valtian steel sword, provided always that the Jarl of Gularike may use his greatsword Lightning. Death sentences shall be carried out in private at ancient traditional sites such as moot hills, islets, or crossroads.

 

(B) The previous subarticle notwithstanding, the Althingi Jarl mentioned in that subarticle may, in accordance with venerable tradition and ancient custom, in some cases delegate the duty to carry out a sentence of death which has been handed down or confirmed by the Law Courts of the Lands of the Longships Throne under the Law of the Land to any willing and able person who is listed in the Line of Succession to a Jarlish Throne within the House of the High Realm of such Althingi Jarl."

 

Article II.

This Act may be cited as the Act on Inheritor Executions of Year 13 and shall come into operation immediately after it has received the Imperial Assent.

Memorandum of Explanation

 

Lady Law Speaker, Honourable Jarls,

A High Priestess wishes to convey that the why and wherefore of this Bill is to allow Althingi Jarls who belong to Houses of the High Realm in which the duty of carrying out of death sentences is an important rite (of passage), to delegate such duty in some cases to one of the willing and able heirs in their House of the High Realm.

 

An example of such delegation would be His Imperial and Royal Majesty delegating the carrying out of a death sentence to His Lady Granddaughter Storjarla Fjǫrleif who is in the Line of Succession to the Longships Throne.

This Bill is hereby pronounced passed by the the Most Honourable Jarls in this present Althing assembled. The tally is, in accordance with the votes allocated by virtue of Article 8 of the Althing Statute, 7 Ayes, 0 Nays and 0 abstentions. All of me does hereby submit this Bill to the High King for the Imperial Assent.
