Idea re: gubernatorial titles

Well, there was little difference historically between a jarl and a petty king- both were powerful local leaders, although the latter term tended to give way to the former over time. But the main issue is one of perception: like it or not, but kingship carries a certain "weight" these days and so to a modern observer, a high king ruling over lesser kings tends to imply a weak central authority.

 

Furthermore, the Jarls of the High Realm are the provincial governors, the other people with the title of jarl, such as the Jarls of the Archnobility and the Jarls of the Archroyalty, do not have any administrative functions at whatever level of government by virtue of their jarlial title or their noble or royal status.
