In the name of the Three Ladies Divine, Frigga, Freyja and Idunn, Fulltrui and Sacred Queens of the Good Lands of Valtia Reborn, from Whom all Authority in the Lands of the Longships Throne is derived, I, Lady Unna of the House of Vanadís, Bloodroyal and Ærkejarla of Freyja's Necklace, do hereby beg leave to submit this Bill to the Most Honourable Jarls in this present Althing assembled for their consideration as law:


A Bill

 

 

 

AN ACT TO RATIFY THE TREATY OF FRIENDSHIP AND COOPERATION BETWEEN THE BOVIC TAPFERITE EMPIRE OF THE NATOPIAN NATION AND THE HIGH REALM OF STORMARK.

Article I.
The Treaty of Cooperation and Friendship between the Bovic Tapferite Empire of the Natopian Nation and the High Realm of Stormark in the Schedule to this Act is hereby ratified.
Article II.
This Act may be cited as the Treaty with Natopia (Ratification) Act of Year 13 and shall come into operation immediately after it has received the Imperial Assent.

TREATY OF FRIENDSHIP AND COOPERATION

BETWEEN

THE BOVIC TAPFERITE EMPIRE OF THE NATOPIAN NATION

AND

THE HIGH REALM OF STORMARK




His Most Bovic Majesty the Emperor of the Natopians and His Imperial and Royal Majesty the High King of Stormark, desirous of terminating the unhappy state of relations which has subsisted between their two countries, and of restoring upon principles of perfect reciprocity, peace, friendship and good understanding between them, have therefore moved to conclude the present Treaty and have appointed as their plenipotentiaries, for His Most Bovic Majesty the Emperor of the Natopians, Her Imperial Highness The Lady Esther Ayreon-Kalirion, Emira of Sathrati, Ambassador and Plenipotentiary of the Bovic Tapferite Empire of the Natopian Nation at Haraldsborg, and for His Imperial and Royal Majesty the High King of Stormark, Her Royal Highness Lady Unna of Skálavík of the House of Vanadís, Bloodroyal and Ærkejarla of Freyja's Necklace, High Justiciar of the High Realm of Stormark, who, having extended to each other their powers and credentials, have agreed to the following articles of agreement:

 



ARTICLE THE FIRST

There shall be a firm and perpetual state of peace, friendship and good-neighbourly relations between His Most Bovic Majesty and His Imperial Viking Majesty, between Their Majesties' Heirs and Successors, and between the Bovic Tapferite Empire of the Natopian Nation and the High Realm of Stormark, and between their Patricians, Citizens and Subjects, without discrimination.



ARTICLE THE SECOND

Each High Contracting Party shall respect the independence, sovereignty and territorial integrity of the other party. The High Contracting Parties shall continue to develop and consolidate the relations of sincere friendship, good neighbourliness and comprehensive cooperation existing between them on the basis of the aforesaid principles as well as those of equality and mutual benefit.



ARTICLE THE THIRD

The High Contracting Parties will maintain regular contacts with each other on major international problems affecting the interests of both of their countries and governments by means of meetings, and exchanges of views between their leading statesmen, visits by official delegations and special envoys of the governments, and through diplomatic channels. Their relationship will be governed by the provisions of the Vienna Convention on Diplomatic Relations, as they can be interpreted to the micronational setting.



ARTICLE THE FOURTH

Attaching great importance to economic, scientific and technological cooperation between them, the High Contracting Parties will continue to consolidate and expand mutually advantageous and comprehensive cooperation in these fields as well as expand trade, transport and communications between them on the basis of the principles of equality, mutual benefit and most-favoured nation treatment, subject to executive agreements between the governments of the Bovic Tapferite Empire of the Natopian and Nation and of the High Realm of Stormark.


ARTICLE THE FIFTH

The High Contracting Parties shall promote further development of ties and contacts between them in the fields of science, art, literature, education and public health.


ARTICLE THE SIXTH

In accordance with the traditional friendship established between the two countries, each of the High Contracting Parties solemnly declares that it shall not enter into or participate in any military alliance directed against the other Party.

Each High Contracting Party undertakes to abstain from any aggression against the other Party and to prevent the use of its territory for the commission of any act which might inflict military damage on the other High Contracting Party.


ARTICLE THE SEVENTH

Each High Contracting Party undertakes to abstain from providing any assistance to any third country that engages in armed conflict with the other Party. In the event of either being subjected to an attack or a threat thereof, the High Contracting Parties shall immediately enter into mutual consultations in order to remove such threat and to take appropriate effective measures to ensure peace and the security of their countries.


ARTICLE THE EIGHTH

Each High Contracting Party solemnly declares that it shall not enter into any obligation, secret or public, with one or more States, which is incompatible with this Treaty. Each High Contracting Party further declares that no obligation be entered into, between itself and any other State or States, which might cause military damage to the other Party.


ARTICLE THE NINTH

Each High Contracting Party gives to the other full faith and credit to all public acts, records, contracts and judicial proceedings in the field of civil law, including records and documents on marriage, property, titles, death and inheritance, in as much as any act, record, document, contract, proceeding is done according to the law. Executive agreement between the governments of the Bovic Tapferite Empire of the Natopian Nation and of the High Realm of Stormark may provide for the manner that any act, record, document, contract or proceeding from one contracting party may be validated in the other.


ARTICLE THE TENTH

The High Contracting Parties undertake, in Tapfer, to subjugate the lawless corridor between them, known as Þårvik. They will pacify the corridor and incorporate one part each of the territory into their respective States, so that a clear and demarcated border between Bovic Tapferite Empire of the Natopian Nation and the High Realm of Stormark will be achieved, in a manner consistent with the schedule to this treaty.

ARTICLE THE ELEVENTH

Any difference of interpretation of any Article or Articles of this Treaty which may arise between the High Contracting Parties will be settled bilaterally by peaceful means in a spirit of mutual respect and understanding.

 

 

ARTICLE THE TWELFTH

The High Contracting Party shall ratify this Treaty at their earliest convenience. The Treaty will enter force upon the exchange of ratifications which shall take place at the Embassy of the Bovic Tapferite Empire of the Natopian Nation in the Imperial City of Haraldsborg.

 



The said Plenipotentiaries have signed the present Treaty

Done at Haraldsborg on the nineteenth day of Tasneber in the one-thousand and six-hundred and fifteenth year of Norton, corresponding to the third day of Sokkvabekk in the thirteenth year of the Second Viking Age in the Second Epoch of the High Realm.

Memorandum of Explanation

Lady Law Speaker, Honourable Jarls,

Allow me to explain that the purpose of this Bill is to ratify the Treaty of Cooperation and Friendship with Natopia.

 

Pray be advised that this treaty is another step towards improving the relationship between Stormark with Natopia which had deteriorated somewhat in the past years.
